POB Base Insurance

Howdy all, I wanted to bring an Idea that our old Server liked a lot, Base Insurance.
Base Insurance would be a one-time Payment of 1 Billion Credits per restoration, for the First Snapshot as our ADMIN called it, and later to amend or upgrade your Insurance Policy, another 500 Mil is required.
How this works is Like this on Level 2 and up bases.
1. Insurance - You pay for Base Insurance to have your base Insured. when accepted the ADMIN's back up your base to a save. this saves Everything on the base to that point.
2. This allows your base with all Factory mods and Shields Storage Modules everything to be restored with your base. (Note: Restorations only restore the base, not any cargo) If you want Cargo put it on ships. Our ADMIN Did however Place Repair goods and FOW and the crew it needed to stay healed for about a week.
3. When you upgrade your base and you want to upgrade your insurance policy to cover the new upgrades you have to pay another 500 Mil to Amend your Policy. This will cover new Upgrades to your base. But again Never covers Cargo unless you're Storing your base.
4. Storing your base offline, A Restore point stores everything including all Cargo on the base, the base is then pulled from the game totally. and can be restored at some later point.
5. Conditions Insurance can be used.
5a. Base has been destroyed.
5b. You want your base moved to another spot or location or system.
5c. Pulled for long-term storage for vacation or Sick or any reason break from the server etc.
Note: Since Years of work and maintenance can be destroyed in a day, all that hard work is lost. and a fleet loses nothing but the time to undock and they are fully healed. this is totally unfair big time!. There needs to be something to protect active bases. and base owners spend a lot of time on the Server working at and for those bases. they truly need to have strong consideration in this matter to make things fairer to base owners.
Our Old Server had Base insurance and when a base was destroyed with Insurance they could have the base replaced, Even in another system. and pay the Insurance again, to cover it again. Base owners should not live in fear of leaving their base for a week for whatever reason and wonder if they will have a base when they come back. Also, one major problem is a lot of times a Base Owner doesn't even know his base is going to be attacked or anything because they do not spend time every day checking the forums, come back and no Base, but with Insurance even if your base is destroyed, you know you can get your base back. So no reason to get all Ticked off and leave the game when your base is destroyed.
Please let's get the Dev Team and Admins in on this one, let's make this happen, please.

It was a very Strong WIn-Win on our old Server, before this, Players would leave when their bases had been on for years and were destroyed.
This made everyone happy. and if Conflict the base could not be put back where it last was without Resolving the conflict first.
But easily could be placed in another System or out of sight someplace. so lots and lots of places to move a base. and now it is not so Distressing if a base is destroyed, but you still lose everything on the base as far as cargo and cash.
No offense but this is an absolutely ridiculous request (proposal?)
PoBs already are a massive nuisance to the server (see Bretonia's systems to understand why) and they should instead be more regulated so that not every player and his dog can set up one within 20 mins.
PoBs should be all about the owner defending them, and that can be achieved through a lot of ways, such as allying with lawfuls, bribing unlawfuls, etc.
There is a lot of interesting ideas in this. I don't think it at all silly. We all know the unfairness of Battleships respawning but POB's don't. The cost to buy a BS - 560 million - is much less than the cost of building and maintaining a Core 2/3 PoB.
There are over 200 POB's in the game. That is a very heavy investment of in-game time and player commitment. It also shows a massive swing over the years as the population droops to doing something many many players enjoy and keep them playing Disco.
PoB's are not "all about the owners defending them". Totally impossible for the vast majority of players. Many players use them to manufacture stuff, store stuff, trade stuff, swap stuff, etc. An insurance scheme may have some merit and perhaps if a PoB of value has been challenged by a warring faction, and is destroyed, then the insurance can help the PoB owner "resettle" in a different system. But would those who administrate the PoB moves and restoration be willing?
i hate to break it to you all but even with the dwindling population, only a fraction of you actually like having to deal with pobs popping up
but if you want a refund for building a pob, i want it to have a miniscule fraction of the health so i dont have to dedicate dozens of hours being online shooting at it. you spend less time gathering up the credits to build the pob than time i spend killing it
theyre disruptive to gameplay and are rarely used for anything besides powertraders storing ores/nomads materials, or for making it impossible for people hostile to the bases to interact with anyone who isnt (omicrons and nomads in a nutshell)
Interesting reactions to this suggestion, many seem based on individual player gameplay / RP style rather than good of the community at large.
I haven't been here long, but having now invested a massive sum of time upgrading a few bases, I can see how dismaying this could be for regen-able CAPS etc to be able to perma-death your creation.
I support the further investigation into this suggestion and see value in its implementation.
My experience in Freelancer has actually been enhanced by the locations and locating of PoBs - I actually bypassed most (given docking restrictions) when I first began on this server. Now I delight at seeing what opportunity someone may have created for my player. They are part of the RP that players are trying to achieve in this space. Some people just like trading and building - and base building FORCES many into RP for those upgrades, which eventually gets them involved more with the player community, even if they choose minimal interaction beforehand.
I wasn't here during the 'boom' times of this server - I've never seen over 60-70 people at its height. But I've already heard from various sources of 'the purge' that happened with PoBs by a short-term group and could completely understand frustration at a faction, Official or not, being able to wipe out your entire game play experience for the sake of their own enjoyment at the cost of yours. I don't know if it cost a few players leaving permanently out of frustration, but I'm betting there were a few cases of rage.
So when you think about this prospect, especially the veterans, remember people are putting their time and efforts into creating something here. Something that keeps them coming back. And every single player on this server adds to the experience that makes this place unique - their efforts shouldn't be so callously discarded to perma-death. I'm fairly certain the time and effort to kill a base is miniscule compared to the efforts to get a base to higher Core levels, even if it takes days or a week to destroy.
I can see this option with maybe a restriction to:
- one base per forum player, like the restriction on an official faction base level 5. Multiple bases will still not have insurance in cases with multiple bases by one player or no paid insurance, and have no special privileges if its limited, so that should reduce PoB saturation.
- Blatant disregard for stated house/faction laws regarding PoBs in their area of influence would VOID insurance, unless thread with specific exception is produced that approved it.
Bases would still be allowed to be challenged in ZOI as per usual, and destroyed if necessary, to satisfy RP if an adequate response is not received in a reasonable amount of time.
But once RP is satisfied - let people play. They will have already lost cargo and funds on base - a lesson delivered and RP can have them rebuild from the ashes with insurance and remembrance of the event that lost them those stored assets. Just like a destroyed ship.
My opinion - as a newer player.
And thank you to Megaera, for taking pity on this poor struggling Freelancer when I was creating my own base months ago....
I would really like this Thread to be Copied to a Dev post area for Discussion, and Strong consideration. talked over by the Devs and see if this Idea could be tried out, and a Strong look at bases that have been Built up and maintained for Years and costing the base owners countless hours on the server to maintain these bases and adding to the player counts and so many hours Weekly to just maintain there bases.
This keeps Base owners coming back for sure. as apposed to the Countless repair time of a Battleship lets say, Oh wait, Yeah they Instantly Repair. Hmm seems to be very unfair to me.
Think about how many hundreds of hours a year one base can take up just keeping players online to keep there bases up.
Also bases need to be fixed where they can at least have a chance to kill some of it's attackers. Base attacks are very one sided. Bases don't really have a chance to defend themselves against lets say 6 ships for a few hours of fun to kill a base as apposed to the years of hard work that go into a base. how much has a attacking fleet lost. what? just the 1 hour Kill ban? then they are right back. and I know players that just log onto another ship and are right back in the fight with another ship. how is that even fair to bases and there owners, Bases are literly Sitting Ducks that cant move.
What can be done to improve the bases odds of Survival? Maybe Long range High Speed Missils that travel faster than Cruse speed maybe 700 speed with maybe 20k range at least so they stand a good chance at getting hit, and they always travel in Pairs, First missle does hull damage as well but is primarly a shield buster, second one is a hard hitting one. missiles that are harder to CM than anything else in the game with a faster turrning speed to be able to even have a chance at hititng fighters and Bombers with a fairly large blast radius. These weapons would only be for Bases not ships. the base would have 2 main Hardpoints built just for Missile defence. the weapon platforms the bases have now are way underpowered. Easaly destroyed and low yeald. and fairly easy for snubs to get within and avoid any heavy damage.
So in short bases need a total Overhaul. enemys to a base should really have to fight to take out a base not sit back and sip there drinks and fall asleep hitting just the fire button. make bases a real challenge! Something has to give, for base owners and give them a better chance at defending there base since there is a lower player base count.
We lost some really good and long time players back when all the bases where being destroyed, and I personally know a few that never came back. Positive Feed back very welcome. even if all you say is you think any parts of this are good Ideas.
NOTE: The bases can also have a minimum amount of time before the base can be Restored again and or Pulled off the map, maybe 90 Days or something like that,
Also Note: Remember only time you get to keep Everything on your base is if you have it pulled from the game or Moved to another place, If not contested in House space then you can have it moved to another place in the same system. if your base is destroyed then you only get the base back at 100% health with Base need goods on it only and Crew...
On our Old Server I was on PTC/CHAOS everyone loved it, and I never saw it being abused at all, and the dramatics dropped to pretty much Zero over base losses. So personally it was nothing but a Win Win for everyone. as far as I can remember not one person ever left over there base being destroyed, again it could be a Win win for GC as well.
I hope we can at least give it a try and see how it goes. because POB's add more RP to the server and more interaction between players cause more players or always on using or taking care of bases and adding RP on the forums that would not be there without POB's
