*cough* For years, both your military, police and members of the brotherhood avoided confrontation in your systems as well into the sigmas. There was fights reported between individual from both side who doesnt align themselve officially with any of us and i would like to apologize for this. Today, like i've said, i will talk only on the behalf of the brotherhood.
Our organization, which isn't recognized as a criminal one within your space, would like to work "legally" into your space. We both know that Samura, while being one of the big three corporations, is entitled into the transport and sale of our "goods". They make a pretty much decent profit out of it while the kusarian scientists and elites who bought our trinkets pay more than they should. There is where we come on the board. The Brotherhood would like to be able to be allowed to transport artifacts and relics into Kusarian space AND be allowed docking on New Tokyo.
I can already hear the question of what's in it for you? No more middlemen, steady shipments for your people to sort and sale and on the plus side, we know you have some issues with outcasts and their allies in the region, so the brotherhood could provide mercenary fire support if also allowed to join your bounty board.
In short, the corsair brotherhood Elders are willing to negociate access to New Tokyo and transport permit for and only for their pilots.

Such an act may result in the already strained patience of Liberty's authorities to shatter, which can result in drastic economic tensions between both houses. In the current state of relations, the Empire of Kusari does not condemn permitting Brotherhood vessels free access to New Tokyo and other facilities under law enforcement control.
Regardless, the Empire of Kusari is ready to offer the Brotherhood a small step towards a more formalised relationship: A change of automatic defense systems to recognize Brotherhood vessels as neutral entities.

We fully acknowledge the right for hogoshas and Samura to be the sole entities within Kusari to transport our trinkets. By tradition, at this moment, we won't oppose not fill another request regarding this matter. It's totally legitimate for the house of Kusari to decide who shall and not transport such marvelous trinkets.
We totally understand that, in the current politic situation, the Republic of Liberty could find shady at best having corsair ships accessing your facility hence the reason the Brotherhood, which is the cream of the crops among the empire, request this privilege. While we know it's can't be done in the blink of an eye, the change of stance of the defense grid would be welcome for us. The idea behind the request, isn't a mercantile one but a humanitarian one. Last and possibly the most important. The brotherhood is willing to do mercenary work the Kusari empire forces to destroy the outcasts and any criminals linked to cardamine smuggling ring. As you know already, these criminals bring in massive firepower everywhere they go and must be dealt with equally heavy meseaures hence the request of a relief of law 5-1 for TBH only capital vessels. As Mr Kojirou has correctly stated, the Empire holds no interest over maintaing Corsair vessels with artifacts openly travel within its borders, until a later agreement can be reached. To that end, I am grateful for complying with our demands, as it proves we can rely on the Corsairs.
And that brings me to my main point. Your offer to have the Corsairs provide mercenary work has raised the attention of all the staff involved in diplomatic and military talks alike. While I must make it clear that we have a zero-tolerance policy for insubordination and refusal to acknowledge our position as the Great House of Kusari by anyone, Corsair or not, we are open to discussing this approach in detail.
Most notably, the Empire, whom I am most honored to serve against all threats, has recently found itself at odds with the petty Gas Miners Guild. I do not believe I must make it clear that direct confrontation is out of the question due to the importance of other fronts, yet this proposal of yours reaches precisely that point. Should you or other Corsair officials also express a desire towards organizing an increased number of raids onto the Gas Miners Guild territory, we would be most grateful to discuss it.
Furthermore, a number of incursions by the Liberty Security Force within the Shikoku system have also left unscathed. Should the Corsair Empire be willing to hunt down and destroy any such foreign agencies within Kusari, we would be most thankful and will not refrain from offering a possible monetary reward. Assistance against the Outcasts is, however, appreciated.
But nevertheless, there is an issue I wish to make clear. Under no circumstances are Corsair capital ships allowed within the borders of the venerable House of Kusari. They will face nothing more than destruction and subsequent imprisonment of the crew. The above-mentioned terms do and will only apply to vessels of snubcraft and gunboat size.
Lastly, I wish to communicate that the Kusari Naval Forces will be in direct command of any Corsair vessels within the borders, as a measure to ensure the safety of all other vessels, until at a later notice. To simplify my demand and make it easier to understand: the Empire will decide whether or not Corsair vessels are allowed to enter on a case-by-case basis, to avoid any incidents, as well as maintain the right to order any Corsair ship to leave Kusari space at any time.

First of all, in behalf of the brotherhood leadership, i would like say gracias for ye time and concideration. My fellow elders, including myself, think we are on the path of sealing a deal with you BUT this would be only for the brotherhood. We want to expend our own influence outside the corsair empire hence the reason i contacted the kusarian empire in the first place.
This being said, your terms are acceptable. We fully understand the need for the Kusarian empire to avoid foreigners to fly around with heavily armed ships like our Legates or Murmillo. For the artifacts part we also fully acknowledge the Kusari right to forbid us the transport and trade of artifacts and Xeno relics. We have little to offers in term of trading goods as you might already know. Since we are always in need of supply, we would like to request docking permission on Kusarian facilities within your core space. This way, the brotherhood legit convoys would be able to buy goods from you. Our escort and mercenaries fighters would also able to refit and able to support your forces more efficiently. No need to say that our ships would only have access to spacedocks and traders dock and wouldn't be allowed, unless permitted, to stay overnight.
When it's come to the merc work, we would gladly, under supervision of Kusari officials, engage the targets of opportunity with basic fees to be negociated according the to vessel class to destroy. We are open to work with on the spot arrangement or bounty board if available. When it come to Gas miner Guild and Liberty Security forces, the brotherhood is willing to engage them while not disclosing anything about our agreement. This is to ensure plausible deniability from the Kusari empire.
A thing have been bugging some of our pilots recently. Bounty hunters are more and more aggressive and now trespassing over the Shikoku regulation to attack our pilots. The brotherhood would like, in return for the assistance against GMG and LSF, legal protection agains't these hombres. The brotherhood don't want an open war with them in Kusari nor want to harm anybody the naval forces didn't tagged on the hitlist.
And when it come to communication prior to enter Kusari space, we totally understand the prerogative and the reasons behind such request. We also request the same from foreigners. We are willing to negociate and make something more official for both parties in a near future.

I am pleased to see that you are so rightfully dedicated to the task of maintaining beneficial relations to our Great House. I am just as honored to be representing Kusari in forging this new alliance. But I will leave the pleasantries at that and continue discussing onto our important subject at hand.
The Kusari Government has reached an unanimous conclusion and raised several concerns, but, after the talks were concluded, these are the main points agreed upon:
The Empire of Kusari denies the request to accept Corsair ships on Kusari bases and installations, with the exception of the base mentioned in the third point;
[TBH] receives permission to utilize the Kusari Bounty Board;
Corsair trade ships will receive permission to fly into Kusari space with Xeno Relics and artifacts up to Shirosato Station, a base located in the vicinity of Planet Honshu, under the management of the Shimamori Clan;
All Corsair ships within Kusari Core Systems will be under the command of the officers present at the location to avoid all incidents.
I also wish to make another matter clear. While we highly respect your desire for only Brotherhood vessels to be part of this deal, their limited presence has been of concern in regards to the validity and possible success of such an agreement. Therefore, we ask that you understand our terms and agree to also include the remainder of the Corsair Empire in at least a part of the treaty.
Concerning the Bounty Hunters Guild, it is of surprise to us that their pilots are able to remain a threat to the veteran Corsair pilots, moreso when considering their limited presence within Kusari itself -- for a reason I believe you are well acquainted with. While we can offer no guarantees that they will not participate in attacks against Corsair vessels, what we can offer is our firm belief that they pose no danger to your activity. Should it become a significant threat, other measures can be taken.
We hope our proposal is satisfactory and will await a reply onto the subject.
I have discussed late into the night with other Elders about the details. I must admit it was a long. Eventually all the elders agreed on everything we discussed BUT the independant Elder, Senor Hector Beltran submitted a good question. After he reviewed kusari laws, he noticed that nobody outside ye navy could use cloak or cloak disruptor. He noticed us that one of our way to catch our enemies was to use both cloak and disruptor.
For that reason we ask a dispensation of Section III -1 regarding the use of cloak and disruptors. I'm sure the empire of Kusari and the corsairs mercenaries would benifit from it since we both know the cloaks are now widely available on blackmarket as we use both cloak and disruptors to ambush our enemies. We been using this technology for years with great result against outcasts, hessians, rheinland scum and nomad entities.
For all the other details, we deem it acceptable and will broadcast a corsair wide bulletin about our deal as we expect you to do as we don't want kishiro or police officer shooting at us while we enter ye space while transporting artifacts, relics to the said facility in honshu. The Elders also agreed to disable the auto-defense grid around corsairs facility in sigmas and omicrons for the following entities: Kusari Naval Forces, Kusari State Police, Samura corp, Kishiro Corp and Kusari office of intelligence. Elder Gutierrez raised the point, which i concider non essential at this moment but have to be brought to you attention: the selling price of the relics on Shirosato Station. The xeno relics are currently going on the market between 6000 and 9000 the ton when export so he, and we , expect to be able to sell at least for a profit. We know you gotta make a profit too so i managed to convince him that 6500 to 7250 per ton would be acceptable. As you know, we need to pay for the fuel, mining operation, storage and transport. At this price, i know you could make a decent profit and we would do our share too.
Before we seal the deal there is one last point i would like to raise. Some Corsairs still concider ye Empire has hostile. We don't want to lose any opportunity because of some hotheaded pilot from Lagos so i suggest that we keep track of activity and both side appoint PR or Relation officers. For the last few weeks, the brotherhood have sent, soon to be centurion, Decurion Nina Rodriduez in ye empire to prepare the ground so we expect you could send an emissary to Crete. She will, upon the sealing of this "alliance", be in charge of the relationship between our nations.
If everything is good for you, we will proceed to the modification of our defense grid, notify all of our pilots which include but isn't limited to the Brotherhood, Deterrence, Black Sail and independant corsairs. We expect the same from you toward Nava forces (including reserve), Kusari police, Kusari kempetei, Samura, kishiro and every entities. Should this agreement be finished in the same manner we have discussed over this channel, we will fulfill the above-mentioned change at the earliest convenience.
The proposal to broadcast to the rest of the Kusari Empire this newly-adopted policy is a most understandable demand and one that we will complete with rapidity. Our highly competent diplomatic staff will see to it that every citizen -- both civilians and military personnel -- are informed of the scope of the agreement and its consequence on the wellbeing of our nation.
