You should send a comm to the GMG. That's a good way to practise your communication skills because you will have to boost your comm a lot. Great name, btw. Should have taken Samura ID.
Your info page is well written and details your objectives clearly. That said, it doesn’t match your choice of Freelancer ID and IFF. Freelancers don’t start up republics, or any form of government. Freelancers don’t even work as employees of governments. They can be hired as contractors or mercenaries by governmental or corporate agencies, to achieve whatever aims those agencies may pursue.
Also, I find it difficult to believe that the Kusari government, such as it is, would allow an independent Freelancer organization with its own sovereignty and distinct political goals to exist in what it may still view as its protectorate space. The Rheinland government may even take issues with you setting up a republic there.
The Freelancer ID is always tempting to use, given its relative neutrality to most everything, but its my personal opinion it doesn’t fit the makeup of your faction. I’d have to agree with Thunderer above. A corporate ID, like Samura, would have been a better choice.
I brought up re-implementing Civilian IDs a while back and was told that there was no need for them because that's what the Freelancer ID is for. So, the ID choice seems to be appropriate.

Players don't have a Kusari Citizen ID to do what they do, but there is a closer variant - Freelancer.
That's what I thought as well when the creator of this project mentioned it in my dms a bit ago.
Unfortunately, while potentially doable to choose either of Kusari's Corps, it would instantly neuter the semi-autonomous idea behind it. Their gameplay will be heavily focused on RP afaik and I sincerely doubt that the neutrality gameplay aspects of the FL ID find abuse.
