O.N.I. S.W.O.T. Analysis of Vespucci Intelligence Data

Strenghts
- With the arrival of the Ohio Battlegroup we assess that the numerical advantage is strongly on the side of Liberty's forces.
- Kansas has been completely pacified, Fort Riley abandoned and Ohio Battlegroup supply lines run interrupted only by the odd low level criminal raid.
- All Insurgency assets are in the open, with Marshall Reconstruction site damaged we do not expect any repair or production facility to exist for the hostiles.
- The last known Arbiter Battleship, Vanquisher, has been vanquished, there are no heavy assets remaining that we know of.
Weaknesses
- The unexpected loss of Battlegroup Delaware was a blow to morale and urgency of assault vectors. Commanders are approaching more cautiously, which might give the Insurgency time to regroup or abandon the system.
- The presence of heavy asteroid fields and piling on wreckage make navigating through the system difficult.
- Data on location of Insurgent small scale assets is not complete - Insurgent reinforcements keep pouring in.
Opportunities
- The known assets of the Insurgency are all well documented and in the open - with swift enough approach they may be made completely inoperational, with escape routes for the Insurgents cut off.
-The morale of the defenders is at a breaking point, reservists that do not command basic military language seem to be commanding warships - sustained pressure might lead to a complete breakdown of the defenders' morale.
Threats
- It is still unknown where the Vanquisher appeared from. There is a certain probability of either an as of yet undiscovered Insurgent base of operations, or presence of collaborators.
- Although the dry docks have been all but destroyed, Marshall Construction site still has fully operational defence systems.
- An installation, also heavily armed, the "Veracruz Munitions" is present in orbit. It's deconstruction might be advisable before a full-scale planetwide land assault.
- The heavily damaged Battlecruiser Triton is still operational.
O.N.I. Logistical Analysis of Willard Research Station restoration

Background
Willard is the backbone of Liberty Navy's classfied artifacts and alien organisms research. Since the highly publicised attack on Willard in 800 AS by the most likely infected Rheinland Military battle group, security has been further tightened with additional weapon platforms and patrols.
Analysis of security
Despite the increased measures Willard has fallen victim to a hostile fleet of the Insurgency during THE CRACKING OF WILLARD almost exactly two years ago.
Current Status
For the entirety of the two years, no serious attempts to repair the extensive damage to the station were done. The protective asteroid structure remains cracked, defenses weakened and although the decks have been re-pressurised, Willard is likely to operate in a limited capacity.
We can speculate that this is in large part due to the Insurgency's knowledge of the station - a full restoration would make it a vulnerable target once again.
Potential Course of action
There are multiple potential courses of action.
1) Scuttling of Willard
- The location has been compromised, which has proven to be a critical weakness during the Cracking of Willard. One of the options for the Navy is to cut the losses, and build a new installation in a secure location. Radford Research Station already serves as a top-secret research installation, with a secure location - but it's research purpose lies with weaponry from Rheinland and Omicron Nu rather than Artifacts and Alien Organisms and the Kansas anomalies.
2) Location change
This would be a logical option for a small installation - location has been compromised. Solution: Change location. However - the massive structure would require tremendous amounts of resources committed towards a relocation, and the massive amount of vessels required could defeat the purpose and reveal the new location. The stability of the base has also been compromised too much for any potential towing. It would be possible, but not necessarily feesible or cost effective.
3) Restoration in current location
This option will be possible only in case of a complete the defeat of the Insurgency. They both have heavy assets and knowledge of the location of the base - but should they be out of the way, restoration in current lotation will be plausible.
This would lead to tremendous cost savings compared to the other options, safe of expanding the mentioned other station's capacity, but careful care would need to be taken in terms of work and supply of the station in-repair. Either Navy and LSF personnel would need to be taught the skills for such an endeavour, or extreme vetting and NDA procedures would have to be employed while hiring Liberty's corporations.
Defenses would also need to be bolstered considerably, but not as much as when the Insurgency threat is present - we are deeming the Order might pose the highest potential risk after the Insurgency is defeated, due to the nature of research aboard the station.

Good day - I have already solved the very same project in my previous commission, but since the proprietary data have not been taken with me we will have to start again.
Kepler - it is a dangerous system, we have identified heavy Lane Hacker activity today. Unfortunately, for our people to operate in the system a radiation-shielding armor has to be deployed.
I will handle this myself if you do not mind as I have done it previously, a contract will be issued to Liberty's Corporations. An internal report will follow, however the Admiralty is not sure who do we share this revelation of the hostile freelancer with - The LPI has no business about knowing about what goes on on Radford, perhaps the leaders of Primary Fleets and the LSF can be notified.
What we would like from you is to take this artifact on Radford, see if it can be of use. And perhaps conduct an internal overview of Radfort itself that can be kept on file.

This division has the budget for a thousand drones, but we are getting caught with our pants down. The Gaian Foxfire was in Vespucci, a clear deranged Nomad lover. Although clearly mad, if the Gaians interfere in our offensive unexpectedly it could spell disaster.

The terrorist organization The Order has infiltrated Liberty, alongside the Lane Hackers. The "Emissary"|S8 has breached our border security
. Unfortunately, the Fifth Fleet came under fire and asked our scouting vessel for assistance with the hackers, while the terrorist vessel watched, presumably ready to step in aid of the Lane Hackers should they start being overrun.
Before our operative could investigate further the Lane Hacker accomplices forced his scouting vessel's retreat. Additional ONI drones and units should reinforce our borders to stop these incursions.
