the same reason a mind flayer in dungeons and dragons isnt powergaming when it blasts you with psychic abilities? its an innate ability of the creature, and in discovery, and RP in general, nomads have no power with their telepathy if the receiving player does not allow it to have any power. its up to you/other players to decide if theyre weak willed enough to get spooked by scary mental images.
powergaming generally defines your character having abilities/aptitudes they otherwise should not have, generally when in games being RPed without a diceroll system (discovery, space station 13, etc) and being exceptional at them. my station engineer character would be great at repairing the stations generators, half decent at fixing up a cyborg with mechanical damage, but dogshit at anything beyond basic first aid. they shouldnt be able to perform surgeries. but if they do anyway, thats powergaming.
what youre trying to say is its either godmodding (my character always succeeds no matter what!) or some level of metagaming and godmodding both (my character has read your mind and knows everything you know!)
Something like that should be included in the introduction text
inside almost ANY RP-basic-rulebook. Bravo
There are mosher systems like cyberpunk p&p where most tables tend to
prefer gore over story and that playstyle has its rightful place but I quickly
grew out of the many-dice-addiction giving more of a focus to atmosphere
and role development elements.
Powergaming + Godmodding = Gary/Marry Sue
its boring...
True story RP is without the genuine goal of empowerment,...
no min-maxing...
no control over anything other then the own role...
no IC actions to compensate for OC interests...
no ridiculous decision making against your chars priorities and/or obligations
If you wanna be God go DM...
and IF you take that too far...
you will went out of players very fast...
without any dice in a chat-only-rp please leave options...
Dont say: my char hits your char in the face
better-->
say: my char swings his arm trying to hit your char in the face...
That leaves the other player with options to react...
He might even take the blow if it fits the situation!
Improvisation and telling a story together...that is the key.
Also... a good roleplayer can turn a disadvantage into a character strenght...
he has no problem rolling against type and takes pride in all his faults
instead of bragging about his chars efficiency/influence/authority.
As for me ..an average... I would love to see some "good" Nomad RP....

For whatever reason, Discovery has a confusingly different understanding of the term powergaming. It is super inconvenient, but what powergaming means in Discovery is "to control something that isn't your character".
In a way, Nomads do that to a very mild degree, and that is okay because there is no way to type it conveniently alternatively. Of course it is up to the other player to go along with telepathic images, like most AI players I knew completely ignore nomad telepathy for the lack of a biologic organ to receive those imagery.
Nomads using telepathy to communicate is about as powergamey as it is to make another character hear your voice over comms - you can either go along with that or choose to ignore it, like Powertrader Ivan does, just in a roleplay way. Discovery's rule about powergaming is solely defined to prevent anyone else having control over something that isn't their character, which to a degree also means that player factions don't own stations and battleships but roleplay their management, but that's a whole other can of worms.

i hope you learned something today
What Sombs said - you appear confused about what Powergaming is defined as in Disco and elsewhere.

Im absolutely okay with mind invasion for communications sake,
but its also okay if your char still wants to cancel even that level of "mind control"
without having an IC explanation for it.
A pleasant experience is given when all participants can agree and enjoy the scenario´s outcome.
On my LotrO realm Im ignored by a very good human rp-er for playing with my elf in Breeland because in HIS timeline all elves have already shipped over.(similar to people ignoring all traces of nomads)
We have a very good OC relationship and play with the same crowd of people, he just ignores all talk having to do with my character and I dont try to interchange dialogue with him IC either.
For we respect each others POV totally!
I often nick him OC for having a char thats a mummy (started age 55 almost 12 years ago, plays his char after night/day cycle which equals 4 ingame days per RL day...that equals a 103+ years old woman in medieval times without any access to magic)
Tolerance FTW
Out of curiosity...
how is aging or timekeeping handled in discovery?
Are there ingame marriages perhaps even with offsprings happening outside of a characters bio?
Or is it only stuff ala "a faction and another faction" gear exchange and muuuch bureaucracy that is taking place mostly in the forums?
