Esteemed management,

We send this transmission of utmost importance to clarify the current situation with the installation in your possession. As it is positioned near the Hood and respectively the nearby racetrack, we also ask that a document informing of its complete purpose be submitted to us.

At present, the installation is in breach of Bretonian law, article 4 section 3 - operating an illegal installation. Whist we would regularly ask that the complete registration fee be paid, we are highly pleased to see concrete steps being taken to incentivize visits to the Dublin system and Bretonia. In addition, should there be no issues raised with cooperating onto this matter, we will eagerly scale down the registration payment to 200,000,000 credits from the standard 300,000,000 credits.

Good day Lloyd Benjamin,

My name is Victor Willis, appointed Administrator at the Always Welcome Entertainment Services base near Battleship Hood in Dublin.

I'd hate to start off a new meeting with a list of apologies, but I must as we have been obviously negligent in ensuring all of our paperwork was in order prior to this new installation setup, as well as my regrets for delay in reply to one in your station. We hold great respect for Bretonia, and have had nothing but decent business dealings with both government and corporations alike.

So, firstly, to correct that wrong, we have provided the Department for Trade and Industry the requested registration fee, graciously lowered despite our oversight.

The next item mentioned was the intent and purpose of the installation. Despite the fact that it will be heavily armed, it by no means is being created to be a fortress.

• Its use and platforms will be integrated into the Dublin Hood Asteroid Field race track to enhance an already exciting experience of racing with a few changes.
  
• We've included drone usage to keep the, well, drunken casualties rate down to nothing as they can have the same experience in a VR environment onboard the Battleship Hood or from our facility directly.
  
• Upon creating the concept of this experience, it was also suggested that such facilities could be used to improve fleets with 'training under fire', allowing simulated evasive patterns in changing and challenging situations, as well as testing the mettle of pilots under fire, without the live fire requirement.

However, while we have you on the topic of our base, we must further disclose the following items after reviewing article 4.3 of the Bretonian Charter of Interstellar Law:

• Regarding 4.3.5 - Base Modification Protocols: We unfortunately have to seek 'after the fact' permission on number of weapon platforms in operation - we are already currently at 4 modules, which are always instructed to maintain 'Powered down, neutral' stance, for safety reasons unless activated during our upcoming events.
  
• Our business plans involve further development of the station - and had intended an additional 3 weapon platforms for a maximum of 7 modules total on the station. We aren't at the point of construction yet, but we kindly ask for a special permission for our planned platforms, to be strictly used for entertainment purposes involving automated drones, not manned vessels.

It warms our hearts to hear that our efforts to provide some further entertaining options for the region as well as promote tourism and trade in and around Bretonia is recognized by your esteemed office. We intend to learn the lesson from this lapse and keep this channel open should further developments require notification to your offices.

Mr. Victor,

We thank you for the timely response on this matter concerning the safety, as well as the management of the installation in question. The Kingdom of Bretonia desires a completely beneficial and working relation with all owners of such bases and stations due to their importance both as tourist attractions and as a way to diversify Bretonia's present and future economical possibilities.

It is our understanding that, though relations with the Independent Miners Guild may be tense, there is collaboration between the mentioned group and All Worlds Enterprises & Securities. For purposes of clarification, the Kingdom sees no issues in maintaining supply contracts with the IMG, under the condition that the base situated near the race track will not house outlawed groups or contraband.

In regards to the fee, I confirm that it has been received by our department. In addition, the security concerns are not matter that we wish to backtrack our prior statement on. The location of the base further advocates for the upkeeping of several defence platforms, and we will allow the placement of up to 4 platforms for such purposes of protection. Our only demand is that, as said antecedently, the base must not house outlawed groups or cargo that is illegal in the Kingdom of Bretonia.

If these conditions are fulfilled in order, we see no reason to deny permission for continuing the safe operation of the station. Should it attract sufficient people, we will send a future communication for expanding the cooperation with other departments of the Government of Bretonia.
