It seems as if the Technocracy is trying to prop up a detachment of former Insurgents. We assume this is the case from the presence of callsign "Blackjack" during the most recent engagement in Colorado. Per our records that would be "A. West," former Commanding Officer of the Insurgency at the time of its collapse. Somewhat ironic they would want one of the people at the helm of things when it all came crashing down to be part of a new effort aimed at resurgence, but political intuition was never a hallmark of the regime in Inverness.
Whatever ambitions they might have will be humbled - again.

Why should this concern me? Killing them is easy enough. Toppling a dictator and forcing the ignorant masses to see the light of Liberty is a challenging ordeal. And without significant incentive I truly see no reason to even consider this let alone actually take steps towards it.
Let's also address the elephant in the room. What makes you think any change in leadership would matter or even last? Outside of a total occupation to ensure they don't regress back into technological barbarism there's no guarantees.
