A Delicate Balance: Force of Arms Omicron Theta Combat Event (Part 2)

OVERVIEW
For the last week, Rheinland's black markets have been stripped bare of arms and ordnance. Smugglers, Corsairs and Outcasts all converged on New Berlin to hoard stockpiles of Black Market Munitions pilfered from the vast arms manufactures of The Ring. As these supplies trickled back to Omicron Alpha and Gamma, it was plain to all observers that the stalemate would soon shatter: war would imminently be returning to Theta. Outcasts have already begun harrying the Freeport's picket fleet, seeking to repeat their initial victory against the Battleship Fes.
The Freeport had always existed in an uneasy status quo, with the Corsairs and Outcasts holding one another in check. The Maltese Slave Revolt and Outcast withdrawal from Theta destroyed this precarious balance, with the Corsairs striking soon after against the hated Core agitators and those who sheltered them. With a vengeful Outcast fleet now poised to strike directly at the Freeport, the Zoners are forced to decide whether it is better to gamble on an uncertain future with the Outcasts, or accept the devil they know with the Corsair occupation. For the Outcasts, the matter is strikingly simple. Corsair control of a staging point on their border is utterly unacceptable. To the Outcast Dons, the complete destruction of the freeport is an entirely reasonable resolution to the issue.
For the Zoners, this is a moment of both extreme peril and opportunity. The Outcasts are the force with the greatest probability of defeating the Corsairs who occupy their home. But they are also likely to prefer the Freeport's destruction to returning it to Zoner custody. Do they dare side with the Outcasts, and if so, how far are they willing to go? Can they rely on "allies" from the Core, who may have their own reasons for keeping Theta destabilized? Or perhaps it's best to secure a future under their current occupiers, who will no doubt be grateful for their assistance in this perilous time.
DETAILS
Part 1 outcomes:
A static Corsair battlecruiser will be spawned outside of Freeport 9.
For every 500k of Black Market Munitions (discounting the first 500k) delivered to Crete during Part 1, an additional static cruiser will be spawned.
For every 200k of Black Market Munitions delivered to Malta during Part 1, the starting health of the static ships will be reduced by 5%.
Objectives:
Outcasts: Score points by killing Corsairs and destroying the static picket ships defending the Freeport.
Corsairs: Score points by killing Outcasts and preventing the destruction of the static picket ships defending the Freeport.
Core: Score points by killing Corsairs and Outcasts, preventing either from gaining the upper hand.
Zoners: Choose a side and score points by killing either Corsairs or Outcasts. Pick the devil you know, or roll the dice on a better future.
Rules:
The static ships are Player Owned Bases (POBs) with vulnerability windows between 20:00 and 22:00 UTC. Just like regular POBs, they can only be damaged by siege weapons during this period.
Outcasts and Zoners who participate in sieging the POBs will be eligible to split the destruction bounty if they succeed. Each besieger's damage will be logged and used to determine their percentage of the take.
Zoners have a new line added to their id: - Can attack combat ships in Omicron Theta.
Bounties:
Zoners: $200,000 per kill on Corsairs or Outcasts.
Corsairs: $100,000 per kill on Core, Outcasts or Zoners.
Outcasts: $100,000 per kill on Core, Corsairs or Zoners.
Core: $100,000 per kill on Corsairs or Outcasts.
Zoners and Outcasts: $2.3 million for the destruction of the Battlecruiser Kelafonia, and $1.5 million each for the destruction of the cruisers Navarrete, Minorca, and Majorca. This bounty is split evenly among all besiegers who dealt damage to the destroyed ship.

I don't really understand why the Order would be included in this event. It's a battle for Freeport 9, and the Order has not appeared in any of the role plays that have been made about this whole thing, which the Core has done.
If you consider inviting the Order to the event just because the Core is their enemy, I don't see why you don't consider inviting the Coalition as well, or the GMG, if the Corsairs are present.

In general, you should not attack allies or your own ID without explicit roleplay explaining why. There is plenty of that here - and while two zoners on their own probably shouldn't come to blows, it makes perfect sense in both the spirit of the rules and the story so far that Zoners supporting either side in the conflict may end up shooting each other in large fleet engagements.
Everyone with zoi in Theta are welcome to come in and join the "fun". The lack of kill bounties just means that the respective high commands of those factions have no wish to encourage a specific outcome.
