I am contacting you at this time due to potential misunderstanding on my end about the status of the Roppongi clean-up. As far as I was aware, Sirius Entsorgung's bid on a potential contract was taken to the Kusari government by AWES, where it was tacitly approved. As no urgency was placed on moving forward with the clean-up, SEO has focused on its other obligations, to give opportunity for Kusari corporations to bid on the clean-up internally.

With time passing, it seems that no one I am aware of has approached AWES or the Kusari Empire with any offer of significance. Therefore, I decided to proceed with the next steps regarding the clean-up, namely licensing an installation for oversight and storage of any contaminated materials. As SEO's headquarters are available for relocation in this case, I did not feel that it was necessary to request another investment from Samura into what would be essentially another short-term toxic waste warehouse.

However, it seems that the negotiations between Kusari and AWES have not reached a sufficient point for operational considerations, as evidenced by the recent reply from your office. I apologize for my assumptions on this matter, and I believe this is a good opportunity to open negotiations between us directly.

In large-scale clean-up operations, SEO expects a sufficient investment from the local government to match operational costs. These costs depend on the locations of the nearest waste storage site and refinery. In the case of Roppongi, Eupen Handelsplatz can serve both of the above roles, substantially reducing the necessary investment amount. The only item therefore that remains to be covered are the needs of the extraction vessels and their crews.
For this operation, I am content to base estimates on the previous Osaka clean-up, which amounts to 10 SC per unit of extracted waste. Depending on the scope of the clean-up, this total will amount to anywhere between 1-3mil SC (the Osaka site ended up at around 1.7mil).

As I have outlined my understanding of the matter and the next steps we may consider, I would like to now ask you whether the clean-up of Roppongi Station is still a priority for the Kusari Empire.

You must apologize the way matters were handled up to this point. It appears some things are best handled personally in the end, so let us shove aside past confusions and move on.

The deliberate strike on Roppongi Station was subject to a long series of investigations and my sources indicate that our counter-terrorism units would not have permitted for a clean-up operation to take place anytime soon. At least this was the case until two weeks ago. What exactly they found out or not is beyond my personal scope of interest and that of the Ministry.

We are just happy to see things put in motion at this point and I must say that SEO showed themselves from their best side during the Osaka clean-up operations. I had the pleasure to converse with Samura representatives on several occasions and they ensured me that your company delivered excellence.

The proposal to relocate your operational headquarters to Kusari space for the duration of the clean up is wise and appreciated. Not many corporations would undergo such drastic tasks and risks these days. I must warn you that your company might render itself a target to those who consider Roppongi a symbol of their success and ideology though. While we generally have no issues containing their activities, nobody foresaw the attack on Roppongi Station. I might have options to secure your operations without unnecessarily straining local authority units but these are to be discussed once we reached a proper agreement.

Further, a few other matters needing your attention.

SEO may board Roppongi Station at their earliest convenience with a team of experts. We wish to see a full damage assessment, both for the external and internal structure. Based on your data, we wish for a more precise cost estimate.
Internal bidding on the clean-up has just begun after the investigations concluded, thus SEO should be prepared to see Keiretsu participation during the clean-up operation. You may want to work out a proposal detailing such participation yourself, so we can relay it to their representatives.
On a side note, I have taken the liberty to read your message to the License Directory in detail and I urge you to reconsider utilizing such vessels in any capacity and for whatever reason. If you truly require specialized waste disposal vessels with lower maintenance and operational costs than the ALG's own specialized transport, contact Samura Industries to properly modify a few open-market "Big Dragon" type haulers for this purpose.

Herr Majima, I am glad to see the next actionable steps laid out so clearly.

With the investigation past the critical stage, I will instruct a team to board the station as you indicated. I've previously taken the liberty of gathering public external footage for my rough estimates to AWES, and I will use these to guide the team's inspection. It will be headed by Herr Hauer, one of the foremost names in waste disposal operations within SEO.

Regarding Samura and Kishiro involvement - they are more than welcome to take on the other aspects of the operation. For example, if Roppongi is to be towed away from its current site and a hazard zone constructed around it, I expect your Keiretsu to accomplish these tasks. This applies also to the processing of all uncontaminated materiel recovered from the clean-up. In our clean-up of Dortmund in Rheinland, not much tonnage could be salvaged, but I believe a larger amount will be recovered from Roppongi.
Eupen Handelsplatz possess adequate warehouse space and a scrap smelter that SEO can lease to interested parties. In summary, SEO is available to accomplish any and all parts of the clean-up pending sufficient investment, but would prefer to focus on our area of expertise, and leave the rest to other corporations in Kusari.

Finally, I understand your concern about our operational vessels. If you believe that your Ministry cannot bring itself to allow the "Pitbull" in Kusari space, SEO will use a civilian alternative, a "Serenity"-class transport. While I appreciate your suggestion, my hands are tied by the advice of my waste disposal experts, who have provided a very short list of available alternative vessels for my consideration.

I plan to contact Samura and Kishiro representatives while the inspection is ongoing to determine their degree of involvement in a future clean-up operation. All that I would require from your office is the confirmation of allowing SEO to bid on the contract alongside them.

Herr Majima, I have an update on my negotiations with Kishiro and Samura.

Herr Kamimura, on behalf of Samura, has agreed to focus on the disposal and transportation of toxic waste and salvage from the clean-up. Meanwhile Herr Yukimura, on behalf of Kishiro, has given us his formal support, but will not be participating in this project in any substantial capacity.

I have outlined additional requirements for the clean-up, which will be the responsibility of SEO. The list of all procedures, and their estimated cost, is attached below.

I would like to provide another update on the negotiations. After a private conversation between Herr Kamimura and I, it has been decided that Xuanming Trade Center, currently located in Shikoku, will be used as the base of operations. While its location is different from an ideal spot for efficient extraction, Samura and SEO do not currently believe that average credit estimates for the clean-up should be subject to change.

I will provide additional updates as they become available, and am looking forward to your response on the matter of the clean-up.

The calculations presented by your side reflect the Ministries almost perfectly. An investment of this sum is adequate. The utilization of Xuanming is a wise decision. Should its capabilities not suffice, please inform us immediately. There are no further concerns from our side, the joint operation by your company and Samura may commence at your earliest convenience.
