[Server Config] ID Shaboingery

Type: ID (Server Config I think)
Bug: RMWild does not have access to Eagle (Damaged), and technically doesn't have access to any civ ships despite having access to civ ships.

Reproduction Steps:

• Have a roc
  
• undock
  
• no problem
  
• have an eagle (damaged)
  
• undock
  
• 10%
  
• RMWild doesn't have Roc techcompat
  
• RMWild doesn't have Eagle (Damaged) techcompat either
  
• Both are Sirius Generic/Civilian ships
  
• Both are sold on a Wild base
