And while we understand your Reasons for an Embargo against the Gallics I have to admit that our Guests who come from all over Sirius might not Understand this. We are also still Deeply Saddened by the Loss of Life that occurred during the Gallic War. Our crews on the Shetland have visited the cruelty of this war firsthand as they supported the war effort. It is Company Policy to this Day that Every Orbtial Ship no matter if it's a Liner or Cargo Vessel has to Stop And have a Minute of Silence when it passes by Planet Leeds. We understand your Need for Justice and the Reason for it all too well. Gallic Forces used the Empty Resorts of Curacao for Target Practice During the War and the Costs for Rebuilding what they Destroyed were Astronomical. And we still have the Wreckage of the Gallic Battleship Bethany floating in the Cortez System to Remind us of these Dark Times.

I also see that you have some concerns about our Standing Towards Bretonia. We indeed dont have a Positive Standing, but this has a Good Reason. We are Neutral with all the Great Houses of Sirius. We dont prefer one house over the other, Our Standing towards the Republic of Liberty is the same as it is towards the Governments of Rheinland or Kusari, and of course the Kingdom of Bretonia. This Historic Neutrality Has a Good Reason and was beneficial for Many Negotiations and Deals in the Recent Decades and Centuries. But dont Misunderstand our Neutrality with a Lack of Care for Bretonia or its needs. In Crisis, you could always Depend on us in the Past. From the Convertion of the Shetland into a Hospital Ship during the Gallic War, all the way to our Offering of Transportation for Leeds Refugees free of Charge, Orbital is there when it really Matters. And while we dont Share all of your Enemys we do share most of them. The Proof of this can be found in the Attachment.

Now as for where we Procure our Cigars from. Most of them are Bought from Various Sirian Vendors, such as Interspace Commerce on the Bonn Station in New Berlin, or Waterloo Station in New London. We also have a Small Production of Tabacco and Cigars in Greenhouses on Curacao and Baden Baden. But this Kind of Production is more of a Novelty than it is really able to make us Self-sufficient. Some of our Cigars are also directly to Baden Baden for our Guests on the Planet and to Refill the Storage Rooms of our Liners that Stop at the Planet. If we had a 100% Sirian Supplier of Cigars then we would Switch Immediately to Comply with Bretonian Regulations and Laws. But sadly this is not the case in the Current Market Situation. And while our Bretonian Guests might Understand the Reason for your Embargo and would be happy to Comply. I am sure that our Guests from the Other Houses will have a Less Understanding of Nature and might Complain if we Take away those Precious Cigars from them. We also dont Intend to Sell them inside of the Kingdom, This License would be for usage on board our Liners Only.

As a Final Offer to prove our Friendship with Bretonia, we would like to offer one of our Liners as a Neutral Meeting Ground between the Kingdom and the Gallics for Possible Negotiations in the Future. We know how hard such Negotiations can be and we are Convinced that a Neutral Meeting Ground could only Benefit such an endeavor. We all know that the Cause of the Kingdom will not be Realized by Sanctions alone, and if we at Orbital can be a Part of the Solution that Keeps the Peace then we would be more than Willing to Play the Role of Neutral Host.

Dear Caitlyn Cross,

Regrettably, the complaints of your guests from other Houses are not a material concern of the Bretonian goods licensing regime. Foreign guests either staying within or transiting through Bretonian space are expected to observe Bretonian law at all times, regardless of how they feel about it.

Having reviewed your submitted evidence, we have rejected your application on the basis that it is prima facie invalid and does not meet the minimum standards for the issuance of a licence. This is for the following reasons:

1. Insufficient standing with the Kingdom of Bretonia. While we appreciate you have political reasons for maintaining neutrality with the various Houses, positive standing is a fundamental prerequisite for consideration of a licence.
   
2. Concerning relationships with Bretonian enemies. Your submitted evidence demonstrates a state of neutrality with the terrorist organisation known as the Mollys. This is entirely unacceptable.
   
3. Missing information. The provided evidence does not provide details of all required domestic enemies, specifically the Corsairs.

I note your offer to provide OS&C liners as a neutral ground for negotiations with the Gallic Union. Regrettably, the friction point in negotiations is not the lack of venue, but intransience on the part of Gallic authorities who are unwilling to so much as contemplate Bretonia's reasonable demands.

I appreciate that this decision may be disappointing. A message has been dispatched to the Ministry of Defence to query your ongoing application for warship registration.

We are Sad that you won't Grant us this License after all that Orbital has done for the Kingdom in the Past. We are Also Concerned that The Kingdom of Bretonia won't Recognize Orbtials Neutrality and Sees this as Grounds to Reject our License Request. For your information, I have included all the other Relations to the Great Houses of Sirius in this Message so that you can Ensure yourself that we Treat everyone the same.

As for your Other Accusations, I can Assure you that Orbital Spa and Cruise has no Contact with any Terrorist Organisation and we dont wish to have any. The Mollys of Dublin have Pirated and Plunderd Orbital Vessles in Dublin and Bretonia in the Same way as they did this with Any other Company they came across. As Proof of this, I have Attached the Reputation Sheet of another vessel of ours. We have no idea what kind of Error might have occurred during the Transmission of the First Sheet.

But if all of this and our Past Services for the Kingdom are not Enough to Prove our Friendship and Good Standing to Bretonia and its People then I fear that we have Misjudged you Greatly. But nonetheless, we Accept your Decision and will no Longer Bring Cigars into Bretonian Space. But this Might Lead to a Reduction in Passenger Travel and to Delays of Ships into the Kingdom as we have to Make Special Flights with Ships that are Consistent with the New Laws in Bretonia. So Please Inform your Transportation Ministry accordingly.

We hope that you Reconsider your Stance after all of this Additional Information. But should that not be the case then Please Send us Back the Licensing Fee that we have already provided to the Kingdom's Coffers. If not then we might have to Solve this issue in front of her Majesties Courts.

Purpose for License: GIven the recent increase in drug trafficing and addiction under the lower income population, Cryer would like to speed up development of treatments. In order to speed up this research we need more samples of the compounds in question for experimentation. Additionally we would like to periodically purchase any excess supplies Bretonian law enforcement might have confiscated from smugglers. This would provide us with a lawful method of obtaining these components while increasing the coffers of the crown. This license would also mean we'd be able to provide any prison stations with the compounds should they be needed to prevent a prisoner from dying.
Proof of Good Standing: As a large scale corporation Cryer is neutral with all Sirian house entities and due to the sensitive nature of our cargo, targeted by all criminal organizations. That said we would like to think we have a particular strong link with Bretonia given our work on Cambridge Research Station and the build up of our Stabiline production on Planet Harris.
