First, let me clear myself. I am a member of the counsil, new though I may be and not entirely in-tune with the underworkings (what went on while I was still an officer/member) I'll clarify to the best of my ability.
As mercenaries, we of course require arms. Now, as a real life example I'll draw up the following scenario.
Mercenary group called... ORMCO (don't ask). As mercenaries, they're employees (the actual mercs) will need armaments. Now, say ORMCO works out a weapons deal with a shady Russian who happens to own a warehouse full of post-Cold War weaponry. ORMCO mercenaries then go to battle for the United States. Now, wielding an AK-47 (or 74 if they're classy) does not make them a group of hostile Russian revolutionaries bent on the downfall of the States. It just means that they by some means or another dealt with a shady Russian ex-revolutionary.
By this example, it means that our dealings with the Benitez family only go so far. When mounting their generously provided munitions, we don't start marching in a line shouting, "Mi vida por Benitez!". We gave the Benitez family something in return for munitions. Therefor I don't think that our contract agenda should be limited because of this.
Now, Nomad weaponry might be a little different, and OC stuff might by some stretch of the imagination have cardamine particles on the equipment and when we got aboard a bit got into our system and caused a mild addiction which would then break out into a total addiction. The following would result in heavy dealings with the Outcasts. But given Corsair weapons and the fair trade between ourselves and the Benitez family, unless the weapons are made out of Artifacts, I don't see any reason for Lawful Liberty forces to clash with our equipment.
Now that I think I successfully circumnavigated my point and repeated myself about four times. I think I'm done...
P.S. Order equipment I might understand that Liberty would dislike, but equipment from the enemies of your enemies (Rogues, OCs, Hackers) though still "unlawful" should be about on the same level as Rheinland equipment (on Mercs) at the moment. Wary, but not all out refusal of operations within Liberty space. It's just a weapons deal. It doesn't brainwash us.

What you saw was a single player of us burning out, sadly he did it in a jg char,
All of us in JG are sad it happend as it damaged our reputation not only in Liberty, but amongst all our clients. And we really dont hope it will happen again, But remember behind every char there is a real live person, We in JG will not comment anymore on this matter and we hope that is undestandebal for the rest of you. We have a fairly difficult RP possition. We try to remain neutral in all conflicts but as we know we cant we wont try it and just go on with our business.
The attack on the Liberty navy operative was caused through stress and pressure by said person for reasons I am not completly aware of and to be honest I dont really care because that situation has been taken care off.
We never work against a group that holds a territory if we are operating it for other parties. For instance we will (normally) never attack a Liberty navy operative in Liberty simply because a lot of our escort work comes from independant traders in and around Liberty at the moment.
Same goes for all other houses, However we have and I admit attacked Bountyhunter vessels in Corsair territory just the Same as we have attacked corsair vessels in Liberty.
Our official stance is to still work with liberty yes, though we prefer to keep doing our main jobs as escorts and not as bounty hunters because we simply are not bounty hunters.

Well, Roadrunner. I'd say that's the difference between being serious and just doing whatever. Sorry for mingling in, but this is a great idea you guys had here. I mean, giving feedback on each other's factions. This is really constructive.
Frankly I am the JG merc that got ticked off that day?
why?..bacuase after changing 3 ships and weapons loadouts about 6 times,..and not to mention a bungling error of one of our esteemed admins that caused me 175 mil due to no-fault of my own, I yet again receive an email on the disco forums to drop certain weapons and a thruster.
(So.. I lost it...and took it out on a few pilots in Liberty, sorry about that guys..and GFs)
The reason being given that we were liberty allies or something like that. and we attack OC ships.
Wrong!!!!!. we are mercs. One of the rules I follow is not to attack any faction in their home turf.
I also assist factions in defending in theor own turf (provided JG has something to gain from it). Since most of you hang out in New york and dont venture out unless it is to a specific trade route, you dont see how we deal with factions outside of Newyork.
Any how I keep hearing .. look at JG doing this and I kept replying It is not JG's doing it is what I am doing on my own. Do not hold JG responsible.
I come here and guess what... looks like Shimmer is trying to explain JG's position regarding this matter. Any way whats done is water under the bridge. Let JG be mercs. we are NOT !!!! the police or Navy. We are simple trader mercenaries.

1) Aint no such thing as neutrality.
2) Mixing lawful crud and unlawful crud is a no go. You can't make out with the Bounty Hunters then turn around and make out with the Outcasts to turn around again and make out with the Corsairs without someone slapping you.
3) Want to play nice with the unlawfuls and get their toys? Don't turn around and work for the good guys.

Most of the LPI are of the usually justified opinion that unlawful kit -> gtfo, drop it, or die. It implies some friendliness with our foes more often than not, and is not tolerated.

I'm going to emphasize the "we gave the Benitez family something in return". Corsairs are enemies of Liberty, in the context of your RL analogy, that's like this:
Mercs go up to US employment office. People notice the AK-47s. People ask "Who'd you buy those from?" Mercs answer "Al-Queda". "So, you gave money to Al-Queda." "Yeah."
Hopefully I don't need to go further with this line of reasoning.

Corsairs are allied to the Order, and Liberty knows it. The two fight alongside in Alaska, and it gets right next to helping the Order or the Outcasts- its treason by any sense of the word.
Does this make sense?
Note, I'm not trying to rip on you guys here- I'm trying to help, and I know firsthand how tough it is to maximize a mercenary group's client pool while not being helpless in PvP- see the Darkside proposal. Removing the unlawful kit (OC thrusters, del Cids, stuff like that) will allow you to work for lawfuls without complaint, and removing the lawful kit (BH weapons/ships) will allow you to work for the unlawfuls without complaint... well, provided you don't try to do jobs for the Outcasts with tizzies and the other such enemy gear. Darkside is working with solid neutral gear until negotiations get worked out to figure out from the mouth of the lion what each client is okay with us using. Raven's Talon with Flashpoints/Furies, Imp Debbies, and possibly codes isn't a bad loadout, far from it, and the Preagle isn't so utterly horrific that its unusable. (That's the Waran). If that isn't good enough, having a few somewhat isolated groups might work, such as buying Falcatas to do jobs for the Outcasts but switching to the group with BH bombers to do jobs for the lawfuls.
