At the end of last year, the Kaiserreichspolizei noticed an unregistered installation within the sovereign territory of the empire. The installation owner was contacted in a civil manner and informed, the installation is in violation of the laws of Rheinland as stated in Article 7, §1. The offender was given a fair chance to register the installation in accordance to the laws. The Reichstag of Rheinland has decided to deny the request.
The lawful trade to the following installation is therefore considered suspended according to Article 7, §5:

Location: Ruhrfeld in New-Berlin
Coordinates: -55198; 13702; -54678
That implies that the following, temporary regulations* immediately come into effect according to Article 2, §2.3.:
A 10 km sphere around the installation is considered as restricted space according to Article 6, §1. and only vessels belonging to the Rheinland law enforcement are permitted to be present.
Any vessel heading to the Ruhrfeld may be ordered to turn around, should there be any suspicion entering the security zone of 1. Any violation of orders is considered as subversive conduct according to Article 2, §5.1. and can result in a fine up to 50.000 credits, imprisonment or lethal forces.
Any vessel found within the 10 km sphere around the installation is to be considered guilty of subversive conduct and can be punished according to Article 2, §5.3. Paragraph 2 of Article 6 remains unaffected.
The Rheinland law enforcement may demand, confiscate and destroy cargo of offending vessels regardless of their legal status.
