my name is Renate von Bommel, enlisted Freifrau of ze Rheinland nobility system, part of ze Oberrat of ze Kaiserreichspolizei in Rheinland and, since recently, stellvertrende Direktorin of ze penal colony Hammersee in ze Rheinland system Lüneburg, formerly known as Sigma-15.
Ze Rheinland Polizei wishes ze construction of a new prison installation wizin ze Rheinland space. In order to implement zis project, we hereby publicly announce ze construction. All interested construction companies are hereby invited to submit a corresponding offer. As usual wiz tenders, we need a timescale, after which ze construction is expected to be completed and ze respective amount of credits to take over ze station. You can find necessary details in ze attachement.
Ze tendering phase will last until ze 15.02.835 and we hope zis will give all interested parties enough time to bid.
You adjust your tender by submitting a new one during the tendering phase.
Any derivation of the Requirements can lead to a reducing of payment.
Every faction not defined in Article 5, §5.1 or §5.4 can submit a tender.
Refusal to hand over the station on the agreed date will be considered as subversive conduct according to Article 2, §2.5. and will be punished with a fine or destruction of the installation without payment.
Non-Rheinland corporation should take the time for a license request into account, before they submit their tender.

let me be ze first person to congratulate you on winning ze tender. Alzough I wish zere had been more interested parties; I am glad, zat at least a Rheinland Corporation got ze contract. Please start your work as soon as possible, as we already have a lot of offenders logistically assigned to ze prison.
