The thing is, majkp. The darker sides seems to outweigh the brighter ones.
The practical problems we have today concerning bounties:
1. Identification - Knowing what are the ongoing bounties. Current solution: Frequent checking of the multiple bounty threads or some of the unifying ones. How would this help improve the system: At any given time you'd know which of the online characters have bounties on them. Drawbacks: The information on the job is rather limited (this is particularly sensitive for mercenaries for their particular alignment issues).
2. Claiming and Payment - Receiving the prize for the executed bounty. Current solution: Contact the employer with evidence of the job's execution and then setting up a meeting to receive the money. This was, certainly the biggest issue. After the implementation of the give cash command, this has been solved completely.
Right now we only have one problem left, which would be more like an inconvenience, but if you think real hard about it, it's a characteristic that actually improves the interaction between players and characters.

Uh?! And sorry, but this is a big WTF?!
Anyway... This still doesn't solve the issue completely as mercs are allowed to take on bounties against lawful characters.

Meaning it would just say that the bounty is there... but to get money you would need to contact the one who made it.
Well I think all the bounty business suffers not only from the difficulties to find an active bounty on forums but also from the money transfers (as Gronath also pointed out) and here the plugin could help a lot. When I was playing a trader, i never used bounties, because my playing times were very random and I knew I most probably wouldn't be there to give credits to the BH/Merc.
I know you can now transfer the credits to an off-line character using the /givecash command, but still it's easier to place the bounty in-game and then just care about the forum RP stuff. IMO it will bring life to the whole bounty business. I was once a part of a BH faction (sso|) that died out, because there were simply no bounties. As a side effect it will also bring attention of a lot of PvP'ers. But I think the pros will outweigh the cons. And we'll do all we can to make it as RP-friendly as possible.

Why are you guys so afraid of change? Look, Its really simple:
1) make min. possible bounty -> 2 mil
-this will prevent people from posting ridiculous "500k lulz" bounties.
-Name change abusers SHOULD get away with that!!! Why you ask? Because its not cheating/abusing but perfectly valid RP! If there was a killer after you in real life wouldn't you ask for protection or change your name? Such things cost a lot! (2 mil for name change, remember.) And after the bounty time limit the one who ordered the bounty will get his money back while still being pleased. (he got a free revenge, the target was forced to loose 2 mil for name change)
2) Why do you pick on mercs? They are supposed to be individuals who dont care if the target is lawful or not since they are only interested in cash. I think they should get the bounty for killing ordered targets.
-Don't come here ridiculing other players, no-one is perfect. And dont thing that people will just spam the server with BH/Merc characters, people still like to act like cops/traders/pirates.
-Besides, whats wrong with BH pursuing the bounty? A competition between BH/Merc chatacter and Kill stealing is what this is all about. Even if it took you 10 minutes to bring a cruiser down to low health and a Bobafet-character comes, deals one blow and collects the bounty its your problem and its great for RP. If he's lawful you can put a bounty on his head for vengeance (and here comes the part where the lawful-killer merc comes in)
You ridicule the idea, and all the things you said were bad i find them most competative, valid, fun and interesting. I hope to see this command live
