I don't see why not. To me that says "person who uses piracy as their source of income". What ship you choose will say something about you though- if you use anything other than the generic pirate line (Liberty Rogue and Molly ships- note, Rogue Gunboat is actually marked 'Rogue' and does not get this exemption) or civilian line then your ship will say something about your friends. You can't simply waltz off with a 'sair ship or LR GB (much less an LH GS), the Corsairs are particularly stingy with their ships (or are supposed to be anyway) and nobody just hands out GBs, while you can feasibly buy them from pirate groups they have to know you pretty well, enough to know that you won't use it against them... and operating in Liberty with an LR GB and not being LR means you are competition, and a wee bit harder to work. Still doable certainly, but it will take more than five seconds of thinking to come up with a ruse for it.
Borderworlds line is another option, but keep in mind that Corsairs tend to view anyone in a Sabre as a friend of the Outcasts.

I would go as far and say: that's the point! If he's an indie he may have no support from factioned pirates. So the lack of suspicion (aka appearing neutral) would be the only bonus.
Understandable...But when your bomber gets shot to bits from behind by an untagged Rogue GB sporting full missile turrets...You get a bit antagonistic to the idea.
As I said, it's nothing against you, it's just that I'd rather folks use a tag also.

And this, children, is why you buy an Advanced Cargo Scanner and make sure that no one gets closer than 3.8k without you knowing their ID and loadout (ship and tag you should know from 9.8k).
I would suggest using civilian ships if you're going to be a non-affiliated pirate. You should probably also use freeports as your base of operations - but never pirate ships within 10k~ of a freeport, move out to a distance when taxing traders.
Civilian bomber or Eagle would be good for this, and you could either tax traders moving between liberty and bretonia (within magellan or cortez) or between liberty/kusari (kepler/galileo systems), or between liberty/rheinland (hudson/bering systems).
All three of those areas have freeports and are outside of house control.
