Untagged != neutral. Untagged = there is no tag that describes your character accurately enough to not cause confusion. Or you're a level 5 starflier. Pirate ID -> you are a pirate, without backround otherwise the local law should try to remove you if they see you (fling ordinance at a base or NPC patrol if necessary).

but as a pirate who got all his gear from the black market (aka arms.dealers) and works for himself (he might even have a crew of loyal pirates if he drives a gunboat) all people from different countries and religions gathered together as a band of cutthroats under one indie pirate flag, all have one goal: to get rich.
thus such a crew does not belong to any faction, it belongs to the captain. The crew may have corsairs and outcasts, order and blood dragon characters on board, each one overlooking their differences (or not) banded together and answering only to their captain.
remember that Outcasts, Blood Dragons, and Corsairs worked together with the Order during the nomad invasion in SP campaign so don't tell me its impossible.
