I'd think Corsairs would be best for 'pure' piracy without much cause besides getting money/supplies, as most other pirate groups have a specific cause. Even Outcasts have the Orange Dream. Corsairs do it for the pure economy.

like zapp said. sairs and rogues are pure profit-only criminals. everyone else have a certain cause they want to punch through.
Sairs are funnier though. Nothing better than beginning a demand with "Arrr" and letting it end with "3 millyn and two of your wenches". will be even better next version after alcohol commodities are introduced. so you can expect every corsair out there to have some barrels of rum in his hold.

for example, Lane Hackers seem to really hate just the police elements -- so maybe thy are not meant to go chasing traders, killing and looting.
Quit trying to tie the Pirate ID to some faction. Its a generic for a reason ... read the ID infocard ... it says specifically that the person holding this ID has chosen NOT to affiliate with any faction. That should be enough for people to understand.
You wanna tie the Pirate ID to a faction ... you'd better be considering which faction the Trader ID should be tied to. Should the Trader ID be associated with Republican Shippers? How about Border World Exports? Don't think so because there's ALREADY an ID for those factions. Same goes for Rogues and Hackers. They've got an ID that says what they are. The Pirate ID means he's an indie pirate with no faction affiliation. The truest of Pirates is unaffiliated.
The regular Pirate ID can be used in the manner where you're tied to a faction, but not a part of it, to my understanding. Say, a Titan with Salamancas, Tizonas, and a Corsair tag, but a Pirate ID: he would not be a born Corsair, but at the least Corsairs supply him, si?
I'd suggest The poor pilot's fundation! Yaay, but, really get a pirate ID, civilian bomber, and a supernova... you cannot get more neutral than that. Rogues are excelent, if you wan't that blackbeard style... "argh" and such
Corsairs have an edge equipment wise and generaly look tough, but not that bearded. They have ample Rum capacities thou. A pirates must have. Others have some strange agendas, that a purist pirate might not like that much...
Outcasts are strung out yapies, dragons are basicly terrorists, Mollies have gonne legal and all, Hackers are more of spies... and so on.
