I'm all for having a Civilian transport, but to make it realistic, you'll need like a civilian commodity to make it work properly. Which is the biggest issue really.

I absolutely agree that a passenger transport should be made. We have all sorts of niche ships that are rarely used. Certainly a ship as common as a basic human transport shouldn't be that hard to get in the mod.

You absolutely sure about that example? Because it doesn't sound quite right to me. Minivan wrecks, people die, it's a tragedy for a few. Semi spills its contents, and depending on what's in that trailer it could be bad for way more people.
But - and I want to be perfectly clear here - I really don't know a damn thing about either, so there's a good chance I'm wrong.
Factual questions aside, a more appropriate example would be semi vs. passenger bus, or tanker vs. passenger ferry...

Anyway, joking aside, a ship like this is needed, make it cheap, but make it so that only human cargo can be carried in it, or something along those lines.

Yeah, your point about the metaphor is well taken. In space Discovery though the unintentional release of most goods would be a little less hazardous, especially considering it can all jut be tractored back in.
More to the point, all liners in this game are designed with saftey for the passengers in mind, this means more weapons and more armor to fend off potential aggressors. Ships without there extras probably wouldn't be produced by major manufactures because they wouldnt sell. they wouldnt sell because no one would buy a ticket on something that was much more likely to get them captured and enslaved, or worse.
As I said before I dont think this would be as much the case with refugees, so I think a cobbled together refugee liner would be alright, but I think the slave liner fills that gap well enough.
So all that's missing is midsized liner really, IMHO.
@Lameos - not a bad start, the engine seems out of proportion. Reminds me a little too much of a transport from star wars I believe, with the V-shaped hull.
Well, I did promise a concept, so here we are... Why build and model all these various new transports for a glorified version of taking the bus, when you can merely equip said "bus" to your ship. Without further ado, I present the "Passenger Bus Cargo Pod" complete with built in Wi-Fi hotspots and HBO for those long treks. :D
I figure I'd add a billboard-like structure for advertising or merely a OS&C logo and a couple antennas. It's a VERY rough concept, and by no means to scale.
Right now, we have lear-jets, tramp steamers, cruise ships, and prisons; to paraphrase from the modern world. What we need now is a 737, the transport of the everyman.
I suppose it might be disheartening though. Adding up every year and company, earth-bound airlines have had a net loss.:(
