I saw news about Corsican a while ago in France. There was always trouble between Corsican and French. Now I don't really know what's going on there but what I know is that :
You should not said that Corsica or Corse (whatever) is a French island because they would be very annoyed. The Corsican consider themselves as Corsican.
But tell me are outcast Portuguese or Spanish? (I don't remember) Because Corsican are mixed French and Italian
So for in game that should fit it if we said that this outcast Corsica base got some Italian, French...breed
Edit : here is also a bit of culture about Corsica
cuisine
The food of Corsica can best be defined as a fusion of the French and Italian cuisines, due to its close geographical positions with the two countries. Popular foods such as pizza, pasta, snails, and eclairs(chocolate dessert) can be found everywhere.
Most outcasts are played as either Spanish or Italian. Malta being not that far from Italy ( on metric bucketload of a lot closer than it is to spain).
My outcasts is played as a mixute of the two cultures.
Corsica also being just off the coast of Italy, this seems to fit nicely with the Italian mediteranean feel.

Hmm. Even though Salamanca is in Spain and comprises mostly of the Corsairs? (This sentence is contructed incorrectly, however, I am at a loss at how to phrase it.)
(Interesting to note that Toledo is too.)
Edit: I see nothing about France in there JihadJoe.
