I can understand this; however many some IDs seem OOC anyways like the smuggler ID. Kind of like characters in Vampire the masquarde cant tell you about thier merits and flaws they just have them, yet they are anottated on your character sheet.
If not then call it a Ronin ID. a Samuri without a master or a lone wolf.

You're asking us to come up with a word or phrase that is a blanket for lawfuls and unlawfuls from every walk of life, that could have any story. That is really, really hard.
And the problem with 'Maverick' and 'Loose-cannon' is that the character may be very level-headed and logical, despising rash decisions. You can't know, so that can't be it, sorry (however cool Maverick ID sounds).
That's why I think Operative ID or Special Operative ID works best. It can be used by both lawfuls and unlawfuls, and generally operatives or agents are granted better-than-usual equipment compared to other faction members.
