Special Forces ID seems the most in-RP name for it. I mean at least that denotes a suggestion that the person deviates from their faction's normal activities, and it also can't be confused with other activities. I don't see why unlawfuls can't have "Special Forces" - criminal groups IRL have a hierarchy, and people who are used for more difficult or unusual tasks than the ordinary rank and file.

Independent ID would caused too much confusion as a vast quantity of players are described as "independent" - traders, caps, whatever. Calling it 'Roleplaying ID' would itself be OORP - we are all here to roleplay.

Maverick ID. Personally I'd prefer to see Special RP ID as that relates directly back to the thread on the forums, but Maverick works best for keeping it RP related.
As far as a name with some immersion value attributed to it, "Maverick ID" sounds the most promising so far.
However, I'm under the impression that since the ID supersedes the rules somewhat, its name should be as little "romatic" and appealing as it could be. "Maverick" is just too "cool". I'd say that name for the ID alone would be in itself an incentive for people to come up with characters so they would be allowed to use it.
For that effect, I'd say that 'Unusual Character ID', or something as uncompelling as that, would work for the best.
