I just created an indie Unioner, and while I was poking around to discover their RP, I noticed that contrarily to all other houses, all Rheinland's unlawfuls make one big happy family, while there is competition in all other houses between unlawfuls. (Mollies vs Gaians, Rogue/Hackers vs Xenos, Dragons/GC vs Hogosha/Farmer Alliance).
Except for the Hessians, none are trully against OCs or Corsairs, and I'd only need to worry about Xenos by Freeport 2 in my Unioner.
It may be obvious for some people... but why is there no competition between unlawfuls in Rheinland?
well all unlawful factions in Rheinland formed out of their dislike of the Government, therefor, they are all against the same group...all mutual allies
though I think the Unioners DID side with the Corsairs, but broke that off in an earlier version of the game, reuniting the unlawfuls
They got competition in the form of Corsairs. As for the reason why they are all allied: they all fight against the government, they all come from similar roots and in the case of Hessians and Unioners, they smuggle stuff to fund each other in cooperation (the Liberty diamond road).

Even in that case, there's no Rheinlander unlawfuls against Rheinlander unlwafuls.
Yr just jealous that we all hang out together. Hessians are the only ones who meet Corsairs, sure, but if some roaming Corsair OR Outcast gets caught by an LWB or Bundschuh, they have to leave immediately or get themselves hurt. Besides each other, they don't have any allies, beyond a couple of player-faction made links with the SCRA, Mollies, Lane Hackers and such.
Plus it gives Rheinland a nice unique vibe, and makes it feel genuinely on the brink of revolution sometimes.
