I just think both sides - factions and independents - need improvement. Registrations and such should have RP reasons instead of being designed to root out OORP players. OORP players do and will exist for the life of this server. There will always be someone who doesn't have the time, patience or attention-span to roleplay to the level of the rest of the player base. There will always be newcomers who just want a mod to play on. If they are really OORP, these players should be reported or talked to (depends on the situation). However, you can't help/drive off everyone, and registrations don't help too much. There are still rampant Outcast destroyers in New Berlin. There are still Kusari/Rheinland independents going to places they shouldn't. There are still Corsair capital ships going around Sirius, etc. They can't all be helped, so take things on an individual basis.
My idea of a registration would be to simply have the player post. Like my Bounty Hunters Guild Registration. Sure, I see holes in some posters' RP: Battleships belonging to the Hunters section of the Guild, operating in Liberty, yeah. I don't strike their name off the list. I've just moved them into the Guild Core section. My reasoning for the "lax" nature of my registration is, if they put in the effort to look for my registration (after all I don't preach it in game) then they have managed to get onto the forums and experience them. They probably take the effort to look elsewhere here, in the roleplay hub for example. If the independents on my registration take the effort to register, then I simply assume they have the effort to roleplay and act reasonable to a respectable level in-game.
Now, onto the other side. Not all factions are bad as some say. I'm in a member of quite a few, yes, but I have more independents than factionised characters. Factions aren't just out there to be admin buddies or restricters of roleplay, in fact a lot of them try to include independents under their wings. I know the S/D likes to group with fellow hunters. The Gaian chat on Skype includes both independents and NLH members. Outcast faction raids often include independents, so I'm fairly sure that not every official group is out there to persecute.
Someone might pick out holes in this, saying my examples are not about the factions which may (or may not, different perspective) persecute independents, but I personally can't see any. Apart from the Phantoms and SCRA, but that's entirely understandable. They can't be allowed independents so they have to drive them away.

I go by what has been revealed in:
in-game rumors
in-game infocards
singleplayer campaign
developer-written commentary
When deciding how the members of the order should act, or how they should function. If you dont want to take what I say as "canon", then you're ignoring what the entire faction is based on. I dont make up new crap to fuel the faction - this entire mod's RP style is based on vanilla freelancer, so that is what I follow.
When I say that it's OORP for fleets of order osirises to storm into new york and start slaughtering people, that is based off of freelancer 'canon'. The order was founded from a liberty organization, it became a group with the sole intent of protecting humanity and all of it's interests from alien threats. It is a guardian organization - and by openly firing in areas packed to the brim with civilians, traders, freelancers, etc., the order ship in question is going against what is considered standard or proper order behavior. How can we exist to 'protect' humanity when we're sitting there slaughtering it singlehandedly? That is OORP behavior, but because server rules do not recognize it as such, it isnt sanctionable.
That's one of the problems here, there is set RP that many people just dont see because they dont look into the faction deep enough (and I dont mean the player faction, but rather the NPC affiliation). Yes, it says we're hostile to liberty navy/LSF - does anyone ever actually try to work out WHY? Liberty is hostile to us, we are defensive against them in nature. They're hostile because we stole their ships, and because they think we're terrorists for assassinating infected individuals during the nomad war - the order has nothing agaisnt liberty, or it's navy, or the lsf; our side in that "war" is defensive only. That isnt something you can debate as player-created RP, that's how things were intended by the developers of the original freelancer, look into it and you'll probably find a dozen other points of RP that are violated daily by players who are completely oblivious because they couldnt spend a few minutes to actually research the faction they're repping up with.

Thank you, but that was rather Liberty-centric when I was thinking as a whole for the concept of departing from the directly established behaviours in regards to the interactions and treatment of Bs| towards that possibility, as well as your own actions.
Canon was also meant reference to the decided upon decisions of Bs| in regards to their standards.

I'm with Robert Fitzgerald on the registration thing. The problem keeps popping up. An open server will occasionally catch a few turds, for want of a better word. Forum RP adds depth; surely that's a good thing? Surely that's a plus? Surely anything that encourages (note the word) people to come to the forums is a good move?
