The following is a Order approved by the Liberty Navy High Command. As you all know Mercenaries are banned from Liberty space due to taking contracts upon the Glorious Liberty Armed forces. We do however make exceptions. ALL and Any willing and loyal Mercenaries can register to operate in Liberty Space WITH the following conditions:
1. You will NEVER take a contract against any LPI, LSF, LN or any lawful pilots in Liberty Space. Failure to comply will result with destruction of your vessal
2. You may not have any previous records of unlawful activity in Liberty. You will be automatically denied if you apply with a bad record.
3. When a Liberty Lawful pilot is under attack you may not sit and watch, You will either help the pilot out or leave the scene. We will not force you to engage but we do care if you just sit and watch. That will be counted as a hostile action
4. You may NOT attack any lawful pilots or transports in Liberty Space. If you are unprovoked do not fire on anyone. If you are taking a contract with another lawful faction against any other Mercenaries, Freelancers etc. you may not engage your Bounty 15k within Occupied Planets, stations, or anywhere where there is a high presence of civilians and pilots.
5. You will abide with ALL the laws in Liberty. If you are caught doing anything against the Liberty Law your Liscence and priviledges will be revoked. If you commit any murder crimes against civilian IDed vessals or any innocents you will be automatically Kill on Sight
6. Mercenaries will not enter ANY Restricted Liberty Navy space including the Virginia system and Zone 21. If you enter zone 21 or beyond the consequences still apply even to applied Mercenaries
7. Mercenaries shall never carry illegal cargo and/or contraband. Any units of unliscenced illegal cargo will be regarded as a violation and the mercenary's liscence will be suspended
8. Mercenaries may not at ANY time escort, take escort missions and/or assist Smugglers carrying illegal cargo into Liberty.

Brief History about pilot/ship -- why do you want to operate in Liberty?
My mother and the dog our neighbor gave us are buried together on planet Pittsburgh where I was raised. I was born at Detroit Munitions so I have roots there. I don't mean literally as a tree but only by way of metaphor. My mind is clear on that. My father was gone before I arrived in the world -- or maybe he never was there all along -- but in any case I arrived like a lion and I don't mean to say I am lying. Does that make sense to you? Anyway, philosophical musings aside, I am strong because of growing up in Liberty. It was just me and my mother and we didn't have the best of things in life -- so, yeah... money is a little important to me now and that's why I am a freelance mercenary -- but its not about the money. Its about strength. My mother died in an accident after I left home. Wasn't no one there to help her and the criminal sorts -- Rogue trash families -- that lived in her neighborhood didn't lift a finger to help her...aside from breaking into her house after she was gone and looting her belongings. So my first job was tracking down those criminals and that's where I found I had strength.
As soon as I could scavenge enough from the debris fields around Pittsburgh, I purchased a beat up old piranha and made my way to planet Houston. I flew missions for the hunters and navy there -- mostly taking on rogues -- and then moved onto Deshima in Shikoku. I found the Kusari to be an elegant and refined people with a strong side the public outside Kusari doesn't see. They get the job done and don't shrink back from what must be done to do it. I even had me a Kusari fiancee for a spell but the strain of a mercenary's life and me being gaijin and all was too much. We left on good terms and I ended up getting accepted pretty much as a presence about there. Several times I took on Dragons harassing innocents there. Blood Dragons have strength but its misdirected. Makes their strength work against themselves but they can't see it. All they can see is red -- I guess that's why they are blood dragons. So from there I moved on to Bretonia and helped against the Mollys and Gaians -- criminals if ever there were any. I began stretching out to the border worlds a little to get a feel for what makes the Corsairs and Outcasts tick. Not that they do,--but their minds do after a fashion. I broke a few -- of their minds...but I did find their ticks. I made my way to Rheinland and worked over some of the Hessians there a bit--as well as others. I even passed through Sigma 13 and took down some Wild. They are truly insane. Nothing to understand about them -- they just need killing. Then I came back to Liberty for a spell to see if I can work from home as I've asked.
See, a criminal thinks he's being strong when he turns to force and violence and crime to get wealth that he thinks will make him powerful. But its his weakness that drives him. He will never be strong that way. I was stronger than them all because my cause was right and I was on the side of the law. So I found those men that looted my mother's house -- that stole her things and later burned it down. One by one I found them, and they paid for their crimes. I'm sure they are sorry at Sugarland and those that couldn't find the strength to accept surrender I am sure they were really sorry -- though not anymore now that they ain't here. Even that midget who burned out the old homestead is sorry for it and even for the fires he started on my ship when I was bringing him in. See, his weakness almost killed him. It takes a strong man to purge weakness and that's what I do.
Liberty made me strong and now I want to make it stronger by pruning the weakness out of it. We'll make better worlds there--all of them--and I'll earn my keep. Now doesn't that seem right to you? I have never broken a law but I have broken those who would have broken them. Sub.Lt.Galen Anderson will vouch for me. He knows strength too. I'm Jubal Early. I got the title Lictor as an honor from a freelancer who hired me to protect his cargo once. I took a shine to it and use it now on by business card. Lictors are the folk on old earth that used to award punishment or imprisonment to bad folk who disobeyed the lawful authorities. they also acted as escorts and body guards to magistrates and government officials and they were given the authority to punish wrongdoers with impure hearts and deed by acts of torture, imprisonment, enslavement or even death. They even carried a symbol showing they could do that. I like that.

Greetings. I am not asking your permission. I have seen your officers of both LPI* and LN ignore known and acknowledged smugglers pass to chase a Xeno pilot trying to stop the smuggler from getting his load of cardimine to Planet Manhattan. I personally cannot fathom this action. Is one pilot worth the lives of the countless children and young adults in Liberty that have succumbed to the lure of Cardi? I say no. I say this is a sham. You have the desire to control the lives of the populace without a thought to their well being. This saddens and disgusts me. I will NOT acknowledge the authority of your officers and non-coms till you have shown your dedication to the people you proclaim to protect. So far you are in the red in my opinion. I live for Liberty, with every breath. Any officer that has seen me knows this. You can earn my respect and then I MIGHT....and I stress the might, be willing to work within your demands.
In the meantime I will be watching you all. I will start recording the proof needed to bring your respective traitorous departments down unless you show the dedication you speak as if you have. This is not meant as a threat, but a warning. You have been given notice. You should start doing the jobs you have taken on, and stop the foolishness. Liberty is in need of honorable protectors, not callous and often corrupt 'paramilitary' schisms that only protect with thier mouths.

......On a side note, know this. I am not an enemy of Liberty and have never fired on the Navy out of anything but self defense when they don't like what I say. This will NOT change. Know this though, I will NOT support you if your actions are not warranted. I have a conscience, and will not ruin my sleep for your private gains.

Brief History about pilot/ship:
The I.K.S. Gon'Shar is a Klingon crewed ship, a Waran Bomber for the time being. It's IFF can be deceiving as it flashes "Junker" due to the numerous Xeno missions flown for them. Of course, any Xeno kill is looked favorably upon by Junkers regardless of who we fly it for. We have never flown contraband nor do we intend to. We will adjust the IFF if requested. We fly mostly in the area of Texas off of the Mississippi as they pay well and transport Xeno pilot prisoners to the authorities.
We Klingons also value honor above life itself.
