If any pilot is repeatedly doing missions(and causing lag), LoganKell offers 100k credits per level of the offender.
Bounties start at 3 million credits for a level 30 pilot. For a level 70 target, the bounty would be 7 million credits.
This bounty is collectable once per day for each target.
The bounty is offered a maximum of 3 times per earth standard day.
Please have appropriate ID card on display when you come to collect.

The bounty is collectable for players repeatedly doing missions below level 30 but only after they reach level 30. If the admins accept that causing lag is in fact an attack, then this becomes collectable below level 30.
Otherwise, capture screen shots of the lag and of the target being on a mission when it happens... and then collect once they reach level 30.
If anyone is found to be abusing this by getting their mates to do missions, the bounty will be forfeit. The bounty will no longer be collectable by that player or their associated fleet at all.)
Well, the game tends to say that a player is on a mission even if he/she just has wrong rep toward you...

No, not necessarily, but the only flawless way to be sure of that if if the target is within visual (actually, 'invitation') range and if invite by pressing 'I' says the target is on a mission (which would be quite obvious if in visual range anyway).
It happened to several of us (when using the chat command '/invite' or '/i') having the same tags and most probably the very same reps to be practically next to each other and it said the invitee was on a mission (and wasn't).

Also, not necessarily, and how would you get the stats from the player in question? I mean, except if you can read the player's .fl file which is on the server before the player starts the mission and access it after both, completed and uncompleted missions are logged there... so, even if existing, the stats aren't available I think...

No bounty on players doing a mission. There is no rule that says that doing mission is not allowed.
Also, this would bring abuse, bickering, and a lot of problems.

The bounty hunters get something to do for a change.
People playing the laggy missions find themselves with the possibility of a bounty on their heads for ruining the playing experience of others. They also find they might have to run or fight instead of playing missions. This should help fix the lag issues.
There is also nothing to actually stop people doing missions if they want to. I'm sure there's plenty of non-laggy missions that would still be playable without drawing out the bounty hunters.
Still, I see what you mean about there being the possibility of argument. That's why there's so many pre-conditions. There must be lag + player on mission provable by screenie. You'd sort of expect bounty hunters to find the proof they need. ;)
