This works every time, yes. It's kinda dangerous to do if you're facing very strong NPCs, because you'll be prone to their attacks until you leave the range of their guns. Depending on the numbers and on the strength it becomes impractical.
EK+tap thruster can easly outrun NPCs because they don't follow your example (I don't think they do EK...), nor do they CD an EK-ing ship. So they drop behind, going at 80 m/s to your 200.
One exception is Nomad fighters (only), which have some odd ability to keep up. Fortunately, they have no CDs, so you can just cruise up and get away...

Even though they probably don't EK, they do use thrusters. If you try and escape by just thrusting away they'll keep at your tail. You have to turn around and face them for them to give up pursuit (I can only imagine why. Maybe they calculate your probable trajectory to give chase by "looking" at your vector and by flying backwards you break that algorithm).
Additionally! If you're closing in on Crete, Malta and a group of the locals starts demanding your cargo, entering EK will cause them to also drop out of cruise and quickly fall behind. So as to prevent everyone from decide it would be cheaper and faster to unload that mox from your burning ship in orbit.
Remember, EK will not engage if your autopilot is turned on, so be in freeflight.
