I can not be certain but it seems the Outcast started the fight around 3k from the freeport, the Corsair did not appear to fire back straight away but after doing so the Outcast fled. I appealed for them to stop firing but i felt i could not achieve much because of the ships they were commanding. I was not paying much intention to their chatter until the shooting began, hence why i only have pictures of the actual fighting.
This is what i seen and i shall answer all questions you may have.

Thats fine, we shall see how well you deal with those Bretonians on your own have fun. But I shall be making a trip to Gran Canaria to meet with the local Corsair leader to make sure you Zoners dont try to act in any untoward way toward them, seeing as you consider us to be second class citizens of Sirius anyway, someone needs to make sure their rights are protected.

we do not "shelter" anyone - we allow everyone the privilege to be a guest, - in return we expect those that accept to be guests.... to behave like guests. - and like guests they are free to do what they wish to do - once they leave the space we claim.
furthermore, - EACH STATION is led by another station command. - or what do you think? - that those that fled the inner sphere wish to install a centralized aparatus that governs every little step we take? those that agree to our conditions can be GLAD that we agreed to laws that are mostly identical in all the sirius space. - it is a step towards YOU - which includes you as guests.
personally, i put bounties on those that violate the laws of freeport 11... mind, that is a number eleven. i don t care much what decisions are made at freeport 9 ( nine ) or freeport 10 ( ten ) - cause i care for freeport 11 ( eleven ) i think we all get the differences.
if prove is provided that - NO, not that you have been shot, but .... that zoner property was endangered ... steps will be taken. and no, those steps are not taken, cause we are so nice and play police... those steps are taken, cause our property was damaged.
personally, i care little if a fleet assembles and if triggerhappy is forced to execute a preemptive strike or defending himself. - but i care for capital ship fire at point blank range of the station.... and again.... that includes only ONE station - and that is freeport 11.
furthermore, i might remind the corsairs of one thing.....
an outcast destroyer at freeport 9. - and regarding to our informations... the frontline is located thousand lightyears away ... in omicron-eta. and it is not the fault of the zoners that a huge capital ship slipped through the front line.
omicron-thata was goverened by the asgard warriors - and while most of us zoners were rather disgusted by their militaristic approach, i do start to see the "why" of it. theta was a cease fire zone as a whole - and it was a courtesy of the zoners to actually reduce their "claim" on the system to only the small space around our installations.
so much room to "play" and still everyone moans about the little 5k belt around the station.
of course, i agree that this particular outcast clearly violated the laws in the most reckless way. - but that is a matter that the FP9 station command must deal with.... and again not cause a corsair was attacked, - but because this cruiser endangered the station.

Yes Ms. Tate, that is exactly the problem, when the Zoners pick and choose when to enforce their rules and when not. It seems you Zoners are more interested in enforcing your rules when Corsairs are the ones you are enforcing them against. When you dont give Corsairs the same enforcement as their enemies it causes the problems. It is this very inconsistency in Zoner enforcement that has brought about this issue in the first place. Your excuse that there is no central position of the Zoners is the problem. How are the Corsairs supposed to have any diplomatic relations with the Zoners when we have to deal with each one individually?

but that is me - other zoners might be more protective, or less. - we are aware of the problems arising from hosting all those people - and we animated the guild to leave freeport 11. but such plans take time - once the guild moves out of freeport 11 as their main base of operations in delta many things become MUCH easier........ for us zoners, mind.
we are aware of the delicate political situation and we try to sort it out. - but once the energy bolts fly around, our concerns get down to our very basic demands, which is safety for zoners first.
concerning freeport 11. - show me evidence of someone endangering the station - and steps will always be considered, regardless of who the offender is part of - excluding out allies of course.
Mis Tate has very well explained how the Zoners operate. In this case I'm placing a bounty to speed things along a bit, however if Guard Ulyses (I believe he's taken up to run Freeport 9) has any objection, it will be his word that matters.
