I think buying Oita is perfectly reasonable, it is an empty system and is up for sale like all the rest.
However I think it would be in very poor taste if other had to let you through their system because you decided to buy a system surrounded by other guard systems.
It just sounds like trying to work through the wording of the rules and not the spirit of the rules.
Which is what I would consider bad form.
If you choose to use other guard systems as a buffer for others you should have to put up with the consequences if others block your entrance to theirs.
I would assume, knowing the IND as I do, that we would not use the "can't block access" rule unless it was forced. We have lots of money, and I am sure we would not be stingy with it in dealing with Oita's neighbors. I personally will not have to do anything different, as my ship currently is licensed to travel through both Illinois and Hiroshima. That being said, I would assume that we would not try and access Ellesmere, but the LPI should be able to work with us on this issue, as should the KNF. Both factions allowed properly licensed ships through Hiroshima and Illinois. It is not as if no one but KNF is allowed in Hiroshima and no one but LPI is allowed in Illinois.
The IND have large bank rolls, just make them use them. There is no reason that they cannot put all those credits to use passing through other factions max security systems.
Works great for traders in the BD Guard system and no one complains about that place... should work.

No we won't be gaining access to Oita through Ellesmere. I don't think the LSF are as corruptible as the LPI. It's unlikely we'll pass to often through Hiroshima either, seeing as that's a KNF system and closed eyes may be neccessary, ever tried flying with your eyes closed? It's not a smart choice for a long lived pilot.
Finally the Admins involved in the IND purchase request will not be involved with voting for it. That's a conflict of interest and is prohibited by our Code of Conduct (An extra set of rules we have on top of regular players) SO Admins that will be involved in the voting include Kuraine and Xoria, both of who have been working on this mod a lot, and both of whom will know if the IND having Oita is good for the community.
