light and reflected light, yes. - it also adds a simple corona around bright light. - on the downside, it can make details vanish in light.
but ... metal looks more metal like ( sometimes ) - it has some problems with worn out / old materials, these might looks strangely shiny and at the same time old.

Regardless, even without activating bloom when I activated the mod it still totally crashed the game, so there needs to be some information about how to get rid of it entirely from your computer.

chris did state in the OP that you need to delete 2 specific files. maybe highlight that, with the exact file names, to make it easier for the general public to understand ( @ chris)

Which is kind of ironic given that you're the one who coaxed the most amazing effects from this game.
The bloom effect makes my FL crash on startup. This is odd because I have what I consider to be a halfway decent PC.
Specs:
Intel Core 2 duo E4700 @ 2.60GHz
3.00GB ram
32 bit OS- Vista SP 1
Graphics: NVIDIA GeForce 9500 GS 512MB card
Runs Crysis just fine at 1680x1050 at medium-low settings. I run FL at 1680x1050 with maxed out settings smoothly. Any idea why the bloom's making FL crash me?

Uninstalled Discovery with FLMM, went to look for that d3d8.dll in the exe folder...and couldn't find it. But you said that FLMM couldn't remove it. Hmm..
Reinstalled Discovery with bloom disabled. Loading screen came up with no flashing, but it still crashed.
Uninstalled, reinstalled with bloom enabled. Crash again. Went looking for d3d8.dll...and it's there.
Uninstalled with FLMM again. This time I watched the folder containing d3d8.dll, and sure enough, FLMM is able to delete this file when the mod is deactivated.
Installed with bloom off and those other 2 files deleted as well. Freelancer STILL crashes. Wtf?
PROBLEM FIXED. REINSTALLING FL MIRACULOUSLY MADE IT WORK, BLOOM AND ALL.
