The lockdown I admit was perhaps a little rushed in RP terms, and I apologise for that; in RP it was a rather panicked emergency response by the Bretonian Government to the sudden and potentially dangerous new forces unleashed by the Reunion, but bear in mind that it was pretty much unenforceable without agreements with the IMG and Council. Now that we do have diplomatic agreements, the lockdown is being removed and Bretonia is trying to enforce its sovereignty in a more measured way, which seems more plausable in RP terms.
This discussion is about House Sovereignty in general, however, and I will definitely stand by and defend the fact that Bretonian Players have been claiming Orkney as Bretonian space at least to an extent for a very long time, as shown by the quotes below:

Orkney? Similar to Chugoku?
Chugoku is a Hidden Blood Dragon System.
Orkney is a Borderworld System with Council, IMG, and other groups in it. It being on the borders of wartorn systems, Taus.
Well Bretonia can claim ownership of Orkney, but it does not make it so in reality.
They can't enforce it in RP, and so it is only on paper. Proclamations made by itself, and proven by itself, supported only by itself.
Same deal if the IMG claimed Orkney, and they'd even have more grounds to do so, because of having a base there and being one of the dominant factions. However, it is kind of obvious that noone can really dominate Orkney.
Bretonia is merely trying to create an illusion.

I think we should see how this all develops in the next few weeks, not everyone made their moves yet.
In RP i can understand a bit that Bretonia claims Orkney and wants to close it down, but on the other hand Gallia needs to get developed so people need to explore it and new factions have to be created in the Gallia parts. In RP (theoriticaly) Gallia is already colonised by the lost ark and inhabitants have already found their way there, with now a new way to Sirius. Practicaly not much factions are yet created for Gallia...that developing is atm.
Also most disco players and factions have to adjust themselves to the new ships/ids/weapons/etc. within the 4.85 mod. This also needs time...
Claims ok...but not stated officialy within the new mod or atleast for the next few weeks. We all need to adept to 4.85...but that is my opinion.

Kusari's been trying to take control of Hokkaido. There's a KSP base there, some Samura miners, and a KNF battleship stationed there.
Which is three more things than I can say for Bretonia's "control" over Orkney.
In 4.85 Liberty had half a dozen empty systems with Liberty names and considered under Liberty sovereignty. No one complained about that. An previously undeveloped (from a mod point of view) system hasn't had any Bretonian presence and people now claim it isn't theirs because of that? What about Alberta, it was empty in 4.84 but no one's saying it shouldn't be part of Liberty in 4.85.
Just because Bretonia hasn't gotten around to using Orkney (which, until 4.85, there was nothing there to use, so no reason to build a base there) doesn't mean it isn't theirs. With Gallia making itself known it only makes sense for Bretonia to start paying more attention to Orkney and most likely start constructing some sort of base there. I would be disappointed if such steps weren't taken in 4.86. They might be at war, but Orkney has become too important for Bretonia to put on the back burner.

Obvious difference: Liberty now has something there. Bretonia still has nothing in Orkney. The only bases that got added to Orkney are not Bretonian - one Council, one Outcast, one IMG.
Bretonia doesn't even have a way to get to Orkney. Either through the Gaian guard system, or through Leeds (half overrun by Kusari), Tau-31 (fully overrun by Kusari), and Tau-23 which has significant Outcast presence. How will they construct a base there, I'm left to wonder.
