There are some criminals who make jackasses of themselves, shooting everything Navy, Police or LSF tagged, and there are some who actually try to RP. In my experience, I try to give the ones who try to RP some leeway, after all, if you were having an RP session with a friend, you wouldn't want some gunhappy idiot wandering along and sending you to hell.
It seems to me that there are two extremes to the average persons attitude towards the Navy and associated groups. They either whine constantly that they don't do enough, that they're corrupt, they're really in cahoots with the unlawfuls, whatever. Then there's the opposite where they also whine constantly, but instead about us being gunhappy fools who just like to kill things. And 90% of the time, they're blaming the actions of Indies on the factions.
In reality, any issues we may have are not entirely our fault. Fact is, Liberty is the biggest hellhole on the server. We get lawlcruisers, dragonboats, Corsair Dreadnoughts with Rheinland tag and Liberty guns, you name it, all coming to play on our doorstep. New York is the system of choice for people who just want to "pwnzor some newbz". It has gotten a lot better, recently, thanks to the work of the Admins and such, but we still get the occasional fool.
So when we see a criminal who doesn't want to pewpew us, especially if they're the ones in higher odds or bigger ships, we either descend into pvpwhorage ourselves and blow him apart, or sigh with relief and mark it as a low threat ship for the time being.
I'd like to propose a secondary ranking system to the [LN] for specialist ships.
Traditionally the Navy used Chief Warrant Officers for technical ans specialist jobs (reconnaissance, communications, navigation, etc...) I propose introducing the pay grades W-2 through W-5 (see here) The ranks would run parallel to the command ranks currently in use.

(W-2) Warrant Officer II = Sub-Lieutenant, however must obey orders from an officer ranked Sub-Lieutenant and higher
(W-3) Warrant Officer III = Lieutenant, however must obey orders from an officer ranked Lieutenant and higher
(W-4) Chief Warrant Officer IV = Lieutenant Commander, however must obey orders from an officer ranked Lieutenant Commander and higher
(W-5) Chief Warrant Officer V = Commander, however must obey orders from an officer ranked Commander and higher. Direct Commanding officer to the Warrant Officers

ANOTHER NOTE: The rank of Sub-Lieutenant (SLt) is traditionally a European Rank, more specifically, a Royal Navy rank. The US equivalent is Lieutenant, Junior Grade (LtJG or LTG). I would like to see this amended.
No offense but american ranking system is too stupid, too big and too hard to type, we use a combination of some european and some american ranks, works out fine so far, we already have many ranks, adding more is pointless.
You might not have been around long enough to notice, Darth, but we do the best we can, and our efforts are a lot more significant than most other factions. If you have a problem with one in particular, give the name to one of our higher-ups in private, rather than posting here which could turn into a flame-fest.
main problems I see with Liberty factions is coordination in battles when leaders or very high ranked officiers are away. some members in all factions with the appropriate ranks should not hesitate to give orders (in a respect--respect relation) to others if noone does it already.
Also, when there is one group split between two fights, the chat always get way too cacophonous. Groups should split if they are not fighting together, helps for battle coordination, otherwise, you mostly miss orders
