First off...whoever plays [RM]Plunder is the one responsible for this action commited to the TBF. Although I am a law-abiding citizen, I must say that this is a mistake on the RM side that was severely aggravated by TBF and the RM.
While the past actions that the TBF has taken are on the verge of provoking a war, the RM should have been the ones to acknowledge that this issue was created by someone within their ranks. This is not the first time [RM]Plunder has pirated a ship, despite that fact that the crusier captain is a member of the Rheinland Military, a peacekeeping force.
Because of this loose cannon's actions, TBF viewed the RM in a bad light, and the situation became even worse when the RM refused to pay a small fine.
RM officials might be balking at me for this, but take this situation:
A Kusari State Police officer robs your home after he sees that you have something he wants.
Wouldn't you want to press charges?
NO, the RM cannot be judged for the actions by one bad egg, but YES, the RM must be held responsible for [RM]Plunder's since he is wearing [RM]'s tag and thus must be assumed to be a member of RM. When the Recon patrol was attacked by [RM]Plunder, they no doubt viewed it as an open act of aggression by the RM. The RM, while having a reputation for being calculating and precise, cannot expect the recon force(TBF) to have a window into [RM]Plunder's mind.
And my solution is, the RM was not responsible for the actions and damage caused by [RM]Plunder, but they are responsible for correcting a mistake that a member made. The RM cannot possibly think that others should believe that someone wearing their tag is not really a member.
RM, make peace with the TBF, and agree on a price to pay. As for the TBF, realize that attacking and making harsh demands on a powerful force that had welcomed you is not good diplomacy, and in short, very stupid. RM, view the fine as TBF winning a lawsuit against you. Also, TBF should not make such exorbitant demands on the RM. 100mil for getting attacked is too much. RM, reconsider this fool, [RM]Plunder's contract with you...He will ruin RM's reputation.
(OOC: If a similar situation happened in the USA, the police would have to pay the fine.)

I have proof from many people about [RM]Plunder threatening them and asking for money in exchange for not being blown up. They were not carrying contraband either.
We are not broadcasting lies. YOU are responsible for [RM]Plunder's actions. YES, their fine is absolutely ridiculous. But YOU are still at fault here, and you are losing A LOT of credibility as a peacekeeping force.

If I may, as a character witness for the Rheinland Military and it's rules regarding New Berlin commerce...
All of our pilots are instructed to obey any and all orders received from RM officers. It is widely known that the RM have a 'no tolerance' policy regarding contraband. We believe that they are attempting to stamp out all illegal trade, and therefore conduct frequent if not exhaustive searches of ALL trade vessels in New Berlin. It is also widely known that this 'no tolerance' policy extends to lawbreakers and those who ignore RM mandates.
Our sources have it that the TBF fall into this latter category as 'lawbreakers', for ignoring Plunderer's orders to stop and submit to a cargo scan. Plunderer has never conducted an act of piracy upon any of the IND trade vessels, and though we rarely conduct business in Rheinland space, we are always cooperative with any orders issued by it's officers when we do.

I also have significant proof of [RM]Plunder's illicit activities, Romer. While it may not be apparent to RM, it is apparent to many others.
For instance, a reported occurence when a train was pirated by a Hessian, while Plunder stood by, in a RMC, and did nothing.
From this moment on, I renounce all my former ties with any RM official, and (OOC) personally declare the RM in the Discovery 24/7 Modification of Freelancer an unjust organization.
