You're missing the point of police work, Kurosora. Police are in place to save people and material, not to wage war. Wherever the cargo is headed, it is dangerous, and should be subject to the full power of the law. As a Constable, I might disagree with Kusari, but I don't hate them, unless they shoot at me of course. My job is to protect lives, no matter what side they're on.
Don't see why it should be any different for any other police...

Do you expect the police commissioner to have an unlawful point of view? Think of the character. I have no clue about sector-wide events. I think about my laws and what I can do to keep people and material safe.
If you were the police commissioner, you would think of what the worst case scenario of every event is, and do exactly what you can to prevent that. Worst case scenario here, because you are less lenient on Cardimine, it becomes more prevalent in your house. Is that really worth doing minor economic damage to an enemy you don't really hate and supporting the largest narcotics ring in Sirius? No, I don't think it is. Just confiscate the stuff.

RFP is still interested in the victory over the Liberty, or are they a separate group, which have no deal with Rheinland interests? I do not propose to union Outcasts with RM/RPF, I suggest just to RM/RFP closed their eyes to cardie smugglers, who bring their goods in Liberty, destroying them from within. Liberty would use more and more forces to stop cardie smugglers. Rheinland this does not lose.
btw yerstaday there was a Republican (ID and IFF) in front of Malta, and requested me to allow him to land on the planet. He wanted to carry cardie in Liberty, bringing devastation to them from the inside.
