I HATE how almost every high VHF NPC has a Train CD. In my opinion only guards should have Train CD's, and maybe high level titan and sabre (among others) patrols...
It is very funny how they barrel roll, and you cant, Really, cheating AI degrade the game's fun.
Titan patrols in the high omegas and Omicrons are especially dangerous. They are hard to hit front on (lots of shots pass above/below the wings). Unlike Nepyths patrols, titans move individually and are harder to hit as they do more erratic manouvers.
Their weapons are powerful, and seem to do more damage than nepyths patrols (could be a subjective opinion, don't know the exact figures). Nepythys in high numbers are dangerous, as are any npcs. The counter of killing the titans to reduce their damage output doesn't work for every player - they seem to be much harder to hit than nepyths, hammerheads or assassins.
Titans also spawn in large numbers. In Delta for example, you can often get two spawns of four titans in the Freeport asteroid field. 8 Titans is a hefty fight for players who have bad connections or poor aiming ability. You can also find titan patrols in the centre of delta, which means that when you fight in that no man's land, you risk losing the battle because of a lucky npc spawn.
In a 1v1 fight for example, the arrival of eight titans (or other high level npcs) can turn a potential win into an almost definite loss. You can't escape by the engine kill trick, as the other player will kill you as you're moving in a straight line. You can't cruise away, as 8 npcs will disrupt you. It is difficult to fight back and win as you are being whittled down by the npc fire (especially with a poor connection). Killing the npcs isn't an option for players with poor connection, as the npcs are much harder to hit.
Basically, there are two major ends of the spectrum - liberty npcs, which serve only to increase lag / fps in a fight, and Omicron / Omega npcs, which can easily turn the tables in an otherwise fair fight.
My experience has been as a Core pilot, so I have not encountered hostile hammerhead npcs. However, they do seem to be tough also (not as much as titans), as eight of them tore into an armoured Osiris I was fighting one time.

They're medium, In high levels, again, dangerous. Flying through delta, I once had a BHG Dessy squad, and 8 Hammerheads spawn all at once. Its NOT fun.

The "spaz" mode as you call it is just an unfortunate combination of the ships manoeuvrability and lag and there really isn't much that can be done to stop it.
Well to be honest I'm going to agree, NPC CD's are annoying as hell and depending on where you are in Sirus the NPC's range from utterly, utterly useless to unbalancing. I'd be in favour of stripping NPC's of their CD's and making them all of a fairly even standard throughout Sirus.
When the server is full as it often is, I have no interest in NPC's anyway and if I did I would run missions.

in a gunboat, it takes about 10 hammerheads to begin to be a threat. (takes 8 of them about 3 minutes to lower my sheild, and thats if i sit still) i had fun farming 200+ once
