Remember that FL is a dog eat dog world. If you have the ability, just take the guy's codes. Don't hesitate because he/she has some precious cargo or loot.

Bounty hunters with Bounty Hunter ships will draw less harrassment and confusion from others.
If you made an engagement with the guy, like "Hey give that to me", then he's escaping a roleplay event via F1. If there's no roleplay interaction going on, then he can log off. The distinction between a roleplay interaction and no interaction is a bit blurry though.
Edit: Looking at Xoria's technology use chart, Bounty Hunters are green with Zoners and some House authorities. They are red with the Bundschuh, Outcasts, Lane Hackers and Red Hessians. The Borderworld line surprisingly is not a Zoner ship, nor are they sold on Zoner bases (the Dromedary is different to the fighters). As the Bounty Hunters are red to the factions which produce and sell (in game and in RP) the ships, then I would not suggest any bounty hunters to use the borderworld line.
