I like that they use bats/bots. And it's not infinite. Just scan their equipment to see how many they have left. It adds to the In-RP-ness of the game, so you can't turn on the meatmower and chop through 20 fighters on your own. I would like to see them have LESS, so it doesn't take 10 minutes to kill one High-level NPC, like Titans, Sabres, or Nomads.
It would be nice if Nomads lost their shields again. At least their caps. I used to be able to kill Nommy Battleships in my Falcata. Not anymore.
As per the CDs, most NPCs carry Wasps. Or Hornets. My Lux Liner is impervious to NPC CDs. Unfortunately, all my other characters are not.

Nothing NPCs do adds to the RP of the game. Here's what I'd like to see NPCs do.

1) Stop people from base camping
2) Nothing else
My own personal version of this:
1) Stop people from base camping
2) Stop people from going places that in RP they should never go.
3) Stop people from feeling lonely when they are the only one in New Berlin and laugh as I watch a Corsair GB that was trying to kill my Wrath get killed by Banshees....
And NPCs do add to the RP of the game, by making places that are only dangerous in RP actually dangerous (like the Badlands) you can really add to the immersion on the game.
My only quarrel with NPCs is that when you try to cruise, every single NPC targeting you fires a CD. Bounty hunters often follow you at a range of 300m as well, making it near impossible to fire a CM.
And I agree with Johann. Make the NPCs deeper in the badlands stronger. Maybe a few barghest patrols around Buffalo. Just make sure the strong npcs don't cross over with the low level missions in the badlands...

Yes, Mon'Star kills NPC's to make money....really it's the only way i can pay for repairs and CD's. but i have noticed that they drop less equipment than they used to, which really makes NPC farming take longer....but anyway......
i could see most NPC's losing CD's. keeping them on guard NPC's makes sense, as that helps reduce the amount of guard system explorers.
removing NPC B&B's sounds interesting. this would definitely help stop the NPC's from being used to replenish B&B's while in PVP. at the moment i can't think of a good reason for them to have B&B's. even after you kill them they'll just respawn, so they would continue to guard what needs to be guarded....which the base weapons help with that much more than they used to so dependance on NPC ships isn't as heavy as it used to be.
