Bounty Hunters are not so effective. I thought about Mollies. They have straight way to O49 from Dublin and Londonderry.
I am not a member of Zoners Council and I don't know much about political matters, but maybe it would be good to let Mollies build a base in O50 near Poole jh. They would keep watch on this jh and could slow down corsair's.
Back to topic question. I have been pirated by corsairs, but not in O49. They are pirates, greedy, brutal. They could do everything in their ZOI. So, It is not so wise to pirate Zoner near planet, but what to expect from 'wolf''. Pay him or you will be eaten.
Yesterday, a corsair tried in 49. With a Zoner Juggernaut right next to me. Who said I was under his protection. Because the BS was there, I didn't pay up. And then the Corsair killed me. Even though the Corsair got away, doesn't it seem odd that a pirate would attack a miner with a Battleship right next to him? In that BS's home system?

Actually, that Zoner Juggy would have no "right" to protect you under the circumstances.
We can't engage pirates unless they are attacking Zoners, carrying Zoner pilots, or threatening Zoner interests, which at this time would be defined as the "NFZ's" surrounding Lanzarote or Gran Canaria.
If the Captain of that Juggy actually said you were "under his protection", then he was selling you a pig in a poke, sir. We're under no obligation to protect those miners, or anyone else, except other Zoners.
Now, that said, if corsairs (or Mollys, or anyone), continue to exploit this "loophole", it would not be a difficult manner for the Council of Zoners to close it by declaring all of Omega 49 to be "Zoner interests".

I'd have thought it already would be. Can't have bloodshed going on in the home system of a neutral faction.
Meh. Most pirates are bright enough not to mess around in O49, I think. But if Corsairs are misguided enough to pirate there, then I imagine that Hunters could be convinced to ply their trade too. I might move a Freelancer there myself for a little harmless profit-making.
