Im unsure of this as the the rule states Transports and freigters are exempt, but a Liner has roughly the same cargo space as a transport and roughly the same amount of turrets, so if a liner under attack docks while being shot at, does this count as a PVP death providing the ship is carrying cargo?

There is no PVP Death for docking a transport in combat. Since he did no take a PVP Death, none of the knock-on penalties apply. Actually the way the rule is written, he can repair and resupply, undock and engage you again with the same ship, and do it over and over until YOU leave the system.

I'm afraid you are wrong.
Since it's not a PvP death, he can undock straight away if he wanted to, and that system is fully accessible to him. However, if he is destroyed, he would have to leave that system within 10 minutes, and cannot re-enter it for 4 hours.
EDIT: Ninja-d by Ursus. I'll still draw your attention to the removal of the rule allowing transports to pass through a system after death.
I've had the same problem with this rule I've actually had a transport docking then re-engaging after it. I've just thought "thats it I'm not gonna be trolled I'll just be leaveing" if the transport was in a trading faction they certainly would love to hear about it because trading factions don't like it when they hear that their transports are being used as battleships.

Gheis said that the admins could make exceptions to the exemption if they felt it necessary. If a transport is being used purely for combat then it's likely that if you sumbit a report then they'll carry through with a sanction.
