There are only two xeener gunboats on the server. Both have the terrorist ID as the xeno ID doesn't allow anything bigger than a bomber...
If he's repfixing, you should probably leave him alone and let him get on with it, hmm?...I'm sure you'd love it if people kept attacking you while you were trying to rep up a character...
With regards to how/where to find Xenos, depends what you're flying. If you have decent firepower, Hudson is a good place, near the Texas JH. If you don't mind getting high Junker guard rep, missions from Rochester and/or Beaumont will spawn Starfliers...be aware that they dodge like mad, tho...a transport may be better served by taking on the heavier ships in Hudson.
