I have been playing an outcast exclusively for a couple of weeks now. I am loving it and am there to stay. However, after discussion with several other indie and faction outcasts one point has come to the fore. There is no centralised easily accessible database on Outcast system laws and protocols, no organised communications between faction and indie pilots and no clear way for many visitors to our systems to know how they are expected to behave! It is also difficult for Indie players to find any information on the outcast Dons, indeed many indies are completely ignorant of the Dons purpose and existence.

I propose the setting up of an external forum (Only name i came up with so far is 'The Malta Assembly') for all outcast players to access, indie and faction alike. The forum would be used to discuss and list any laws, rules, regulations, friendlies, player registry, diplomatic stances, Kos lists etc pertaining to our systems. It would contain private forums for each faction and a place where the Dons could formerly list their desires and decisions for all to see as well as an open forum for outside contact.

There seems to be a bit of a rift between indie and faction in outcast space. This is partly caused by resentment by the indies at being told what to do by factions and also partly caused by ignorance of the indies not knowing WHAT to do. Many like myself are trying to RP our characters inline with the factions but the only way to clarify some points is to wait for a faction member to come on line and then take whatever they say as gospel. Considering I have already met one faction member who wasnt even aware who is faction leader was, that is not the most wise decison.

I am also aware that we have some complete muppets in outcast space at present who seem to think that possession of an outcast ID gives them the right to do as they please within our systems. They refuse to RP, they indiscrimately attack smugglers (the lifeblood of malta) and generally feel they have the right to lord it over any none outcast visitor. Hopefully some recognised laws that the majority would uphold will go some way to rectifying this. Even if it would mean declaring certain players as outlaws due to their not abiding by these rules.

I love playing outcast, I like the majority of the lads in the system. The factions mostly seem to be good, helpful types but I can empathise with their frustration at the current state of affairs in Malta. I feel the only way to mend the rift is to bring faction and indie closer together and a central forum for us all to have a say is a step in the right direction.

I have support from some players on this and some faction members. I have messaged 2 faction leaders with my proposal but they have not got back to me so far. So please if you would support this idea then pop a post below. I am offering to do the work on forum myself in my own time but would welcome any suggestions.

Oh, and before someone says 'its been done before and didnt work' let me make 2 points. It has not been done before by me. And if people just gave up when something doesnt work the first time I doubt any of us would be playing this excellent mod

There's already a Council of Dons.
EDIT: There could be a sub-council of representatives.

Yes there is, but there are not many players aware of that. And they are mostly not aware of their function or any of the rules they pass. Thats partly my point. I want players to abide by the Dons law, i dont want to create a seperate government. I am aiming partly to create a space for the Dons to have a voice that everyone can hear.

To be honest, having to explain to -every single- Outcast indi that my trader Kain'N'Billeh has been trading in Malta before they were born and is widely known by 101st and RoS as a helluva ship does get frustrating. Instead of setting up a forum I suggest you setup some form of thread. Nobody's gonna register on a forum just for that these days, but they almost have to register on this one.

I empathise with you on the first point as it was me that you had to explain to. However if the forum was going to be just for that purpose I would not propose wasting my time on it. And yes you could create a thread here, but you'd have to create several threads for several topics that would just get lost over time.

Oh and PS. Your RP cracks me up, just about the most original character on this server.

Nah, not just for that purpose. I think that I'm just one of many traders who has to go through that, which would be one of the many points in the thread.

Edit : I just remembered, back in the HG/NovaPG days I made this little thread with 'Tau-63 and Chugoku regulations' which seemed to work pretty well. I ment something along those lines.

Looking at the Registry, clearly I'm the paperwork guy, maybe I should handle it this time. I'll chat with the other Dons after work and see what I can put together.

Since it seems like many of them (and I, as well) have been busy with other things, can we get a basic summary of what needs to be covered? So far, I see:
  • Guest List - People you're not supposed to annoy because they're welcome in Alpha.
  • Rules - You know, no shooting Cardamine haulers, etc.
  • Link to the registry.
  • List of Dons (and who they are on the forums)
Anything else?

Also, keep in mind that the faction leaders get a lot of PMs. They'll probably notice more when I stick a link to this topic in the Skype chat.

we should have our own forum... and i agree about many outcasts not knowing what the heck and who the heck are "the dons" and what to do and rules as an outcast.

Yeah I am aware of the fact that faction leaders are busy fellas with RL's. In retrospect I didnt word that part of my post correctly, I shall edit it.
I think what you have listed above is the essential stuff really, I would like to see a thread for reporting breeches (breaches?? never remember) of the rules by outcasts and others alike. And also maybe a specific thread from the Dons to keep all outcasts up to speed and give them a sense of belonging to something organised and a way to contact or petition the Dons directly. As I pointed out, many indie players specifically are not even aware of your presence.
My main concern though is still an outcast specific discussion thread or forum for all factions and indies. I still feel it important to bring the 2 sides closer together. I am trying to instill a sense of community into outcast space that feels a bit lacking at present

Right then, I've discussed a set of laws with Dab, and it's in the Dons chat for comments from the other Dons. Expect the laws to be posted within a few days.

In a seperate topic, so it's easier for me to update (the laws will be posted from the Council of Dons account, not my own), I'll be putting together the following lists on top of a link to the registry:
  • Honored Guests - People we like, people it's illegal to shoot or harass.
  • Ranking Independents - Basically, those independents we trust to watch things when faction leaders and the Dons aren't around. Expect this one to be fairly short at first.
  • Council of Dons - The names of the Dons, as well as their forum accounts.
  • Banned from Alpha - People we've had enough of and decided to throw out of our space, on pain of death.
I'm off for the next four days, I'll be trying to get things cleaned up.:)The laws, reference topic, and registry will all have links to each other.
