I don't like the restriction of battleships. Yes, it will curb the huge amount of Rheinland Battleships which decide that Liberty is a good place to play...
But.
As said before by Jinx, an unpopular player is much less likely to get one than a popular player. Favouritism will play a large role, which can be hidden to a great extent by roleplay and the reputation of the person wanting to make the battleship purchase.
Also, what about the Corsair Council of Elders, which is kind of in lieu until further notice? (The thread itself has also disappeared at the time of writing...) What if TBH says yes, but OPG and Benitez say no? What if TBH and OPG say yes, but Benitez say no? I assume that the yes votes will have to be 100% of factions if there are more than one representing the same piece of space. These things are an aweful lot of red tape. To be honest, right now I have my hands full writing a field manual for the LN, let alone helping Zelot deal with Corsair stuff.
I like the Cap VIII though, it's good motivation for a faction startup to keep going.
I'd propose rewards, such as unique commodities, a few codes, rumours/news items and stuff like that for successful and quality events. I want the Road to Rheinland IV, V and VI news on Prox already:cool:
I think giving this much power to factions could end very badly. Say I had a fight with JihadJoe, and then wanted to buy a Lib Carrier (say I wanted to upgrade the San Fran, never gonna happen by the way) the likelehood of me getting said ship is very unlikely.
Not only faction leaders, but also admins can approve ships. If you feel like you're being treated unfairly, you can request it from the admins as well.

People still need battleship licenses on their ships. They just don't come regularly with the ship, but are given by the admins/factions.
If someone has no battleship license on their battleship, means they got it without clearance.

Moving on. What of factions who have multiple player factions to their ships? (Corsair Osiris', all the various councils, IMG-CR thing. etc)
For the most part, I like it. However, the ability to control who can and cannot fly their faction's battleships, while nice in theory (as it would help control rampant BS-whoring... Not that I see much of that anymore), I don't think is a good idea. It means that, basically, no one but official factions and those independents they really like (and who kiss their ass) would be able to fly them... And that seems completely against what Igiss has previously said to be his intentions regarding indie-rights. Doing this would be akin to ruling 'no battleships for independent characters', because that's how it could and would be, for certain factions.
Just my humble opinion... I doubt I'll bother keeping up with this thread, so don't expect more posts from me here.

Now this is a good idea.
I like the idea of rewards for quality events, and creative rewards are always better than credits.
