Ok, today I was doing some trading with my IRL friend, I was doing the leeds superalloys run to alster shipyard when in omega 7, we get the tradelane disrupted message. Waiting there is a Player controled corsair. I decide to immediatly do the TAB kill trick on my clydesdale and ask him why should we stop. During that time, my friend fall back a little but still manages to flee. After this the corsair follewed him in franckfurt and berlin until my friend docks to bonn. Where I went after selling my cargo to check if he was still here. Also, he shooted on my friend whitouth any engagement notice saying the Halt or Die message he supposibly said was one. He also did something against the server rules since he shot my friend while he was docking at bonn.
Hmmm, why canadians are the only to have a sig image.
It is only against the rules to shoot someone while they are undocking.

Make your life easier and RP such a situation out instead of just running.
(And leaving your friend alone to the pirates guns is a bad attitude as well
in my eyes.)
However, the rules say that a pirate can deal as much damage as he sees fit before
he must make a demand - he just must not blow you guys up without having made a
demand before he does so if you do not comply.
Here's the rule about it:
6.19 Pirates have a right to deal as much damage as they see fit before or after
demanding money from a trader ship, but killing trader ship before demanding
money or cargo is not allowed.
When I get pirated I do halt when I know there's no way to escape safely, and try
to put some RP to the situation - if the pirating player is not a newbie thinking of piracy
being a serious way to make cash he will love to do some RP with you and prolly
lower his demand to a level you both can life with.
In RP you must fear for your life, and when it comes to that you'd certainly do everything
to stay alive, even if this would mean to drop all your cargo.
On the other side, when I do pirate I usually do it for the RP and ask for cargo my faction
can make good use of - the "2 mill or die" demand is just poor and lame - however, when
a trader tries to run without doing any RP with me, or when he tries to fool me in any other
way he maybe will get away with that once but certainly not a second time.
Many pirate players, at least the more experienced and mature ones, do now that piracy
is not a serious way to make cash, with a trader, even when you get taxed from time to
time, you can easily make 20x more cash then by piracy.
Besides that - if the pirate was at a higer level and already had a good ship it
was pretty poor to attack you in your low level Clydesdale, I assume your
friend also had a low level freighter - but as I wasn't involved I can't tell if he
just wanted to thrill you guys and do some RP with you, keeping his demand
very low or if he was just that kind of player I personally dislike a lot - a guy
lacking any sense for what is fair - next time talk to him and you will find out
what kind of player he is.
And if he really is a jerk abusing his higher level and power - safe up some cash
and put a bounty up on his head.

After I reread your post - I've to confess that, no matter how much I'd like to,
I can't believe that this pirate was a "nice" one, nice in the sense of being interested
in RP at the very first place. Following your mate to Bonn and shooting at him there
right in front of the Rheinland BS Straussberg was OoRP as it can be - and I'd dare
to presume that he most probably was not hostile to the station nor the BS when
he attacked your friend.

I escaped because I knew I could get away safely except if he had CODENAMES which are pretty rare. For the bounty its a good idea but if he dies, it wouldn't make any difference for me. Still, if I get pirated again, I will RP with him and try to flee if possible.

I've seen him a couple of times. First time on my pirate char... we all fooled around omega 3, I was a "freeport 1 volunteer bartender" .. he was a pirate pirate.. as I recall, the man flies a Pretorian. The second time was on my trader char, the Red Giant. He tried to rob me. We talked after that a bit, he seemed quite ok. Not the best of RPers, maybe, but I can't imagine him running after you guys all the way to Bonn. Maybe just direct the man a bit? About Role play. I'm not even sure my RP skills are adequate. Anyway, try to talk to the man.

About the bounty,
of course it would make a difference to you - you will get your revenge;)
apart of that it's part of the PR we do here, our Mercs and Freelancers
need a job from time to time to be done.
Besides that, codenames are said to be rare, but in fact they're not, visit the Sirius Stock Exchange there you can buy plenty of them without having to
visit wrecks a hundred times just to be one time the first to visit it after the
server has restarted.
And I promise, if I ever do pirate you and you're willing to RP I will not abuse
my power and just ask for an appropriate number of your cargo or tax, as I do
it for the RP, for the fun not for the cash like I've already stated.
So here I am reading through some random posts since I'm bored and I come across this topic. I make my way a bit of the way through and think to myself how wrong it was for this "pirate guy" to chase someone down to Bonn Stn. Then I come across my player name (Jongleur) as being the culprit. *laughs* Well then.. took me by surprise.
So ya.. I can't really recall this specific encounter, but I know I have definitely done some OORP stuff and I blame that on myself not fully knowing all of the political aspects of the game. This I am attempting to change by reading this forum endlessly and asking other players for their input such as I have with Red Giant (much appreciated, sir; a lot of my RP I use now came from talking to you about our unfortunate encounter :$lol).
I have only recently learned that Corsairs are considered OORP in Rheinland space. That said, had I known that when this incident happened, I never would have chased your friend into Rheinland space.
I am, in fact hostile to all house police and militaries, contrary to what one poster had assumed. Just because I'm next to a BS or whatever doesn't mean I can't dodge the attacks from it. ;)
As for the demand to stop I only would have said something like "Halt, trader!" or "Halt, corporate scum!" to get you stopped then "Halt or die!" if there was no response to get you into some RP. When we're both stopped, it's easier to make a situation unfold in the form of RP. The only time I ever chase someone is if they flee after I've made the recommendation to stop -- I consider that part of the RP.
As John Slashhammer was kind enough to point out, I had the right to deliver as much damage to your friend as I see fit before and after demanding cargo or money. If I was attacking your friend, I was still within that rule. I would not have destroyed your friend without demanding anything.
As for the pirating an unreasonable amount from you for the purpose of my bank account: I have a trader, as John Slashhammer suggested, that does all my money making for me. I have been most lenient to players of a lower level in the past, and most likely would have let you go or negotiated had you said something like "we're saving to feed our kids", or "we're poor, we can't afford that", or "look at my ship; you think I can afford that much?", etc. My pirating is purely for the RP of it all, not to make money. :D
In the end, I'm sorry our encounter wasn't as pleasurable as it has been with others. In the future I will be sure to be up to date with the political aspects of each character played. I can assure you that you will not get anymore issues regarding OORP as above from me again.
On that note, the RP includes me chasing you and killing you if ever you or your friends flee from me again. :D

Well, Corsairs aren't OORP in Rheinland space per se, after all, there was the Corsair Invasion of Rheinland a year back. They just have a lot of competition from the massive Rheinland unlawful alliance. Rheinland is the only house out of all five with a massive network of unlawful factions that are all allied in some way. And on top of that, all of them hate corsairs. Thus, Corsairs tend to stay away from Rheinland, since there are literally no friendly bases to land on.
As a result, Corsairs are usually only seen in the Rheinland border worlds, such as O-7 and O-15.
Now, what was slightly OORP was you attempting to attack and pirating in front of a planet. But the thing is, this is a complicated game with complicated policies and politics, and we're glad that you're taking the step forward and taking some of the information in.
