I think what is being proposed here, is not a 'flame thrower', more of a plasma beam, which would not require oxygen, but would still be quite 'flame-like'.

As for the weapon, high-refire and plasma don't mix well. You'll melt your guns. There's a reason they're only 2.00 refire.
