In-game tag seen before the name must match the ID as closely as possible. It is not allowed to have the tag not match ID category. For example, it is prohibited to have 'Police' tag and 'Pirate' ID.
I see that aswell. You meet someone without IFF or Freelancer IFF and then its a Pirate.

there is a difference between a tag and an IFF.
When you see this in game:
Navy - [LN]John.Doe
The Navy part is the IFF, the tag is the [LN].
There is nothing in the pirate ID about having to have an IFF, it just says that their tag must be unlawful or freelancer.
Although that depends on whether or not the author meant IFF when he wrote tag...
