If a "notag" has a pirate ID, he's a pirate. It's that simple.
The Pirate ID could be used anywhere that unlawfuls operate.
If the pirate has Rogues tag and Pirate ID you know he's an independent Rogue.
If the pirate has Mollies tag and Pirate ID you know he's an independent Molly.
If the pirate has no tag but a civilian ship you can bet he's a generic pirate.
Even if the ship is a Rogue ship, he may have bought it from the Rogues, but not be a Rogue.
ID comes first. Don't get uptight that someone doesn't have a tag.
If he's working according to his ID then let it be.
Or in other words, don't trust people that you don't know (IN CHARACTER!)

I already killed some hackers and outcasts cause they were bugging me. I nevertheless use a pirate IDed falcata/sabre.

No restrictions by ZOI etc
There's no restriction on a pirate ID ZOI.
After that it depends on your ship and equipment.
If you have Kusari ship and equipment, then stay in Kusari.
If you have Corsair ship and equipment, then use the Corsairs ZOI.
If you use a Pirate ID just use your head.
Don't farm or stay around the main houses and police bases. That's not kosher.
Doesn't matter if there are no "Players" on, RP as if there were and you'll be safe.

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. Players using the Pirate ID must have either an unlawful tag or freelancer tag and their equipment, ship and area of operation must also reflect their tag.
This ID is pretty open. It allows you to pirate fellow pirates, which is in stereotyped pirate behaviour.
It allows you to pirate lawfuls and traders. It allows you to trade. It allows a VERY wide ZOI, but then the next thing to consider, like I said above, is your ship and equipment. Are you Kusari? don't pirate in Liberty.
It's basic common sense. It's basic Cowboys and Indians. Are you a cowboy? Then stay on the ranch. Are you an Indian? Stay in the forest. Are you a Kusari Pirate (with no IFF but Kusari ships and equipment) then pirate in kusari. It's ok to visit other places as long as you don't pirate, if you have no influence there.
To the original poster: the pirate that pirated you was in the clear as far as I can tell. Roc = civilian ship. No tag = no faction affiliation. Pirate ID = generic pirate. The only indication would be his equipment, and if those were civilian, I'm no admin, but I'd say he could pirate anywhere. He would get a harsh beating from other pirates if they found him and took exception to him operating in their space though.

Yup, I was indeed using civilian tech (more to the point, civilian + codename tech).
Far as I can see, I'll need a Freelancer IFF though (Which I've tried getting back for hours, and still haven't managed to get. Double bribe didn't do the trick >.<).

Get a Zoner bribe after your FL bribes. Double or triple if you need to. Other than that, do BHG missions... god help you if you try to lower your FL rep in anything smaller than a destroyer.
