From what I understand ... pirates cannot use freighters or transports. Have to look at the faction ID for the list of authorized ship classes. If memory serves me correctly, the Pirate ID limits you to fighters, bombers, gunboats and such ... don't think freighters and transports are in the list. Rogue ID and other factionized pirates do allow freighters and transports ... but I don't think the non-factionized Pirate ID allows them.
A freighter who engages in a fight would be OORP. Freighters are non-combatants. If he's fighting someone its because he's defending himself and trying to get away from being pirated. Now I do think that pirate vessels should have larger holds since it would allow for better role play with traders. Instead of demanding only cash we could demand actual cargo. NPC pirates always demand 100% of cargo anyway. If you've got 5000 units of cargo and I only have room for 400 units, I'm pretty much forced to demand cash over cargo. Now if we had room for 1000 units in our pirate vessels, we'd be able to demand 1000 units and you'd still make a profit on your 4000 units left over ... provided you don't meet up with 4 other pirates.
Hmmm, not sure about generic Pirate ID, but the faction pirates can use them, and even sell transports. I'd also certainly like to see more commodity theft - lots of unlawful factions are supposed to attack targets with needed supplies according to rumors and such.
I'm not sure I agree Freighters are non-combatants. Certainly they're armed heavily enough to be used aggressively. With that in mind, they would also probably be used in more of a support role.
Personally, I think Piracy and all those other situations should fall under the same guidelines. Why should traders get to ignore certain rules?
The reasoning behind traders being able to ignore the 4-hour-rule was that pirates would benefit from pirating traders continually, and traders would learn better. Of course, this is from a time where there were much fewer people on the server and people actually got along. These days, it just ends up in people going *insert whiny voice here* "Pirates should be nicer!"
Now, I would normally write up a rant about how pirates should shoot first and be generally meaner, but we're derailing....

Just set a /1 or whatever, I commonly just fly off in a direction and quickly type /1 and bamn there goes my engagement notice...
As for guys attacking without an engagement notice, chat times are good but clutterly...

Freighters are small vessels designed specifically for trade NOT combat. To use a freighter as a combat vessel would be OORP. Their weapons are for "defense" ... NOT offense.
As for putting piracy under the same rules as PVP ... I think you'd make quite a few people upset. First off ... traders would get sanctioned for continuing trade in systems they were killed in ... and would tick off the admin team since the number of violation reports would go up dramatically. In other words ... we already have plenty of non-role playing traders who run silent and pretty much do anything and everything to avoid any contact with other players while they run along their trade routes. I recall a few traders who have bragged about watching movies, reading books, etc while they went along their trade routes. Talk about taking up a server slot while AFK!!!
Piracy must have its own set of rules for the simple fact that it is a unique event. Same goes for smugglers caught by lawfuls.

No sense in even responding to these whine fest anymore Bacon ... these threads are endless. A new anti-pirate thread is created nearly every day. I'm to the point I'm gonna just ignore any further threads as they're pointless. These guys aren't trying to learn anything ... they just want the rules changed in their favor.
