The first few require too much thought. Makes my head hurt. These are easy.
I would get rid of the "engagement warning" requirement. If your target is too cheap to buy a good scanner and too lazy to use it, well, the spirit of Darwin lives. I think "sheild failed" is warning enough.
No cash. Never. Earn your own keep. I mean, why not weekly welfare payments? Get a job, bum.
I like that cap ships are expensive and there are few. Nothing more boring than evryone flying around in Osiris'. Need 'em though. Good for RP, good for teamwork. Builds characher and teaches humility too. That may be why some people dislike them so much.
And no, no one fills The Man's shoes...

I can't think of any worth doing that haven't been implemented, though (as I always am) the more ships avaliable the better. Maybe a way to show how much money someone has with a Scan?

No differently than its run now, maybe put in some RP protections to prevent players being totally impoverished by rabid PvPers or the like. (Its ok in my opinion to have an RP reason to open fire, it is not ok to destroy the sum of someones work in the process. If a trader informs a pirate (truthfully) that they are destitute unless they can complete that run the pirate should let them pass and get them on the way back for example.

Strict RP, PvP is about as fun as sticking your hand in a blender without a good RP reason to go with.

No, maybe a little more than 8'500 (say 50k) but nothing silly.

No, but I would strictly control who could and could-not have anything above a Gunboat. People getting anything about a Gunboat would have to have proven themselves as Excellent RPers who hold the spirit of fair play and "we're all here to have fun, so don't ruin it for someone else"
As for other things I would do.
Smuggler ID: They are smugglers, they would be able to have no more than 20% of illicit goods on board, it'd have to be "hidden" amongst other stuff. I beleive this would make RPing a smuggler more interesting in the end. As a benefit to this nobody could demand more than 50% of the contraband the Smuggler is carrying. (And none of the "junk")
New ID: (Due to Smuggler restrictions) Blockade Runner: They would have what the Smugglers do now. They run the police/law blockades with as much product as they can carry unlike smugglers who conceal small volumes of high value amongst goods.

Honestly, most of my mod ideas don't fit with Discovery at all. Or even vanilla Freelancer; completely different universe and everything.
I can say, though, that if I was in charge of development, there'd be more variety in fighters; instead of just agility, armor, and (in VHFs) powerplant variation, there'd be more with odd gun counts (Arrow, Shadow), strange powerplant and gun combinations (Marauder, Bastet), and even a few with different speeds.
The Heavy Fighter class is a great example of this currently. I'd like more along those lines.
More variety in guns, too. Variant pulse guns for the Houses, multiple projectile speeds and refire rates available to each major faction (and, through alliances, to most minor factions too)... And codename guns would, in addition to a more descriptive infocard, have a wide array of stats, whether a low-damage, high-speed sniper cannon or very powerful gun with a once-every-other-second refire.
Would they be needed? Not necessarily. But they'd provide more variety, and I'm one of those people who loves variety.
Junkers are an advanced alien species and actually control all AI's, the Wild and Nomads and terrorist/criminals with mind control.
Active Junker characters would be "locked"--no new Junker characters could be created--and then those exisiting characters would be given demi-god like weapons and power.
I would continue along the path of slow change to the Vanilla story arc.
Eventually Disco might not look anything like Vanilla - but it will be richer and more diverse, with slow, considered story arcs for the various factions played out.
Players would start out in a freighter - good for exploration, small trade and repfixing against NPCs.
There would be little in the way of 'noob' equipment and ships - again one freighter per faction as the 'noob' ship. This would free up all those other weapon/equipment slots for new and different weapon types.
NPCs would be level balanced across all the houses as Single Player Story Vanilla doesnt exist in Disco.

It'd be largely as it is now, but much more draconian. An evil sense of humor would be the key trait of admins.
Certain offenses would result in being stripped of credits, then placed in a base in Omega-58 with no thruster, shield, or armor to fend for yourself while made hostile to every faction in space.
