Kinda like the idea of dumb-fire, and the damage etc compensates I guess.
Also, I've seen people fire TCDs without a target lock in the targets direction so they didn't know the missile was coming, maybe this can be used in a similar way?
I foresee a problem however.
Say a ship like a loki, a light fighter able to fire a Minirazor. Give that this weapon, its 4 weapon slots. It just became the ultimate anti capital weapon. It'd have to be a class 9 weapon or that'd happen all the time, and even if it is a 9, it'll still happen often.

I dont think you'd ever have enough ammo to kill even a gunboat with just these missiles.
If you're serious about making this a useful tool and not just a gimmick, consider making them more like FFARs - fire and forget rockets fired one after the other in a continuous volley. Having both no tracking and slow re-fire just sounds like a constant pain in the ass to me.
If you wanted to make a real rocket pod, give it 8.33 refire, no tracking, and some spread. Only about 8.4 seconds to empty the pod, each pod can do 630k hull damage. That's 75000 DPS!
Of course, that also makes this the perfect jousting weapon. Just watch out for CDs.
I like the idea of dumb-fire missiles. I loved using screamers in starlancer, good for tagging those annoying stealth ships. I think they need to do less damage and have a faster refire rate.
