You can openly attack (with engagement notices and RP, of course) Gallic Corporation ESCORTS (not trade ships), Gallic royal police, and Gallic Royal Navy. You can also openly attack gallic junkers who are assisting your enemies (GRN/GRP) in an already established conflict/battle.
You can pirate gallic lawfuls and gallic junkers, but not council or maquis trade ships.

Most factions, except the Council really, are very content to stay in Gallia or at least have enough problems to deal with there.
The Outcasts would be more likely to make deals with the Brigands than fight them. Who better to distribute Cardi to Gallia after all.
But yes, why would a normal pirate want to go attack the giant nation that is the Outcast Nation?
That would depend on how the outcast reacts to you. Most outcasts tend to have somewhat of a hostile attitude, and if they have that then Im sure you would attack them.
